She stated that at that
meeting, the City Council directed staff to initiate a zoning amendment from B-2 Business to R-1
Residential.

Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to adopt Ordinance #07-
25 rezoning the subject property from B-2 Business to R-1 Residential.

A roll call vote was performed by the Recording Secretary:

Mayor Gamec: aye
Councilmember Dehen: aye
Councilmember Elvig: aye
Councilmember Jeffrey: aye
Councilmember Look: aye
Councilmember Olson: aye
Councilmember Strommen: aye

Motion carried.

Case #7:

Consider Accepting County Road 63 from Anoka County

Public Works Director Olson stated that the County has approached the City about turning CR
#63 back to the City from CR #5 to Armstrong Boulevard. He stated that there are three options
for the road to be upgraded before it is turned back over to the City. He stated that staff selected
the option where the County will spend an estimated $800,000 to upgrade the roadway and turn
over $425,000 to the City for future maintenance purposes.

Councilmember Dehen asked why the County wouldn't upgrade the road and keep it as a County
Road.

Public Works Director Olson stated that his understanding of their thinking is that they are trying
to prioritize the use of their money by upgrading the road and turning it over so they do not have
the liability and maintenance issues that they currently have not been able to keep up with.

Councilmember Dehen asked if the City took this over if it created an additional tax burden to
the residents for future upkeep such as plowing and reconstruction costs.

Public Works Director Olson stated that this road will not be a burden on taxpayers because it
will become a State Aid road and the funds for that corne from the existing gas taxes. He stated
currently, the City gets about $800,000 from this fund of which $120,000 is earmarked towards
road maintenance, snow plow drivers, and salt for the roads.

City Council!
