<br />Councilmember Dehen stated that he wanted to make sure that by adding this section of roadway <br />to the City's responsibilities that the City wouldn't be neglecting another section of roadway. <br /> <br />Councilmember Look stated that he is slightly amused at how upper level government creatively <br />budgets. He stated that the County will get the same amount of tax dollars that they have gotten <br />in the past and yet they are turning the road back over to the City. He stated that there was a <br />County Commissioner at the last meeting that told the City Council that the County was safety <br />minded, and yet this road, in his opinion, is close to a catastrophe. <br /> <br />Councilmember Elvig stated that he sees this road becoming a State Aid road as a positive <br />because it will return some tax dollars to the community. He stated that he is also hopeful that <br />this will help resolve the 167th Avenue connection issue. He would like to hear the specific <br />improvements that are planned and also what is happening with the Green Valley Road <br />connection. <br /> <br />Public Works Director Olson stated that the option staff selected would repave the entire <br />roadway, not just an overlay. There are some wetland areas that will need to be excavated and <br />some unsuitable soils removed and built up. He stated that the plans call for two -12 foot drive <br />lanes and two-4 foot wide shoulders. In addition to that, turn lanes and bypass lanes are planned <br />for the intersections of CR 5, Variolite and Armstrong. He talked to the County about a <br />connection to Green Valley Road and the County has a long-term vision to connect that to CR 64 <br />and he was unable to sway them from that position. The City could continue to talk to them <br />about this plan. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt Resolution #07- <br />11-312 authorizing entering into the Joint Powers Agreement with Anoka County for <br />Jurisdictional Change and Rehabilitation of C R 63 (173rd Avenue/175th Avenue) from County <br />State Aid Highway 83 (Baugh Street) to County State Aid Highway #5 (Nowthen Boulevard) <br />(CP 08-10-63) Anoka County Contract 2007-0604. <br /> <br />Further Discussion: Councilmember Elvig stated that he gave a presentation to the County <br />Transportation Committee and he found out at that meeting that of the millions of dollars spent <br />in the last 5 to 7 years for road improvements in Ramsey, the State paid less than 5% of those <br />costs. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Olson, and <br />Strommen. Voting No: Councilmember Look. <br /> <br />Case #8: <br /> <br />Consider the Sale of Lot 1, Block 4, Gateway North Industrial Park Plat 2 to <br />Ace Solid Waste <br /> <br />Economic Development Coordinator Sullivan stated that at the last City Council meeting, the <br />City authorized a counteroffer of $310,000 for the sale of Lot 1, Block 4, Gateway North <br />Industrial Park Plat 2 to Ace Solid Waste.
