Town of Chqpin, 2007 WL <br />31938S4 (4th Cir.2007) <br /> <br />The 4th U.S. Circuit Court of Appeals has jurisdiction over Mary- <br />land, North Carolina, South Carolina, Virginia, and West Virginia. <br /> <br />SOUTH CAROLINA (10/30/07)-Chapin Furnitur~ operated a furni- <br />ture store in the small town of Chapin. In August 2004, it erected an <br />electronic sign outside its store. The sign flashed or scrolled messages <br />across its display screen. <br />At the time that the sign was installed, the town's zoning ordinance <br />prohibited: [f]1ashing signs, signs with flashing or reflective disks, signs <br />with flashing lights or lights of changing degree of intensity or color or <br />signs with electrically scrolled messages (except government signs and <br />signs which give time and temperature information)."
