<br />She stated that this is not something that the City has to do, but noted that there is a cost <br />savings available to the City. <br /> <br />Finance Officer Lund stated that if the Council agrees, this would remove $3,000,000 from <br />our debt. She stated that the City has received comments from auditors that Ramsey has a lot <br />of debt for a City of its size. <br /> <br />Councilmember Elvig asked why the County was feeling such a sense of urgency in this <br />matter. <br /> <br />Ms. Skepper stated that there is no sense of urgency and noted that every year the County <br />asks Ehlers to take a look at the bond issue to see if it makes sense to refinance and this year <br />they found that there would be a cost savings possible if they refinanced. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to approve Item <br />15.1 of the Consent Agenda, as presented. <br /> <br />Motion carried. Absent: Councilmember Olson. <br /> <br />16) Report from Personnel Committee <br />1) Consider Ending Probationary Period for Patrol Officer <br /> <br />Human Resources Manager Givonna Reed noted that there was not time to hold a Personnel <br />Committee meeting prior to the regular Council meeting. She stated that Melissa Wi strom <br />was hired as a Patrol Officer in January 2007 and has successfully completed her <br />probationary period. She stated that Police Chief Way has recommended that the City move <br />Ms. Wi strom into a full-time regular Patrol Officer position. She noted that no additional <br />funding is necessary to make this change. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to adopt Resolution <br />#08-01-010 ending the probationary period for Patrol Officer Melissa Wistrom. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Elvig, Dehen, Look, <br />and Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />2) Consider Approving the 2008 City Health Insurance Contribution and COLA for Non- <br />Union Employees <br /> <br />Human Resources Manager Reed stated that staff is recommending a 3% COLA increase and <br />that the City's health insurance contribution be set as follows: High Deductible - Single - <br />$485.33; High Deductible - Family - $742.36: $20 Co-pay/80% Hospitalization - Single - <br />$456.30; $20 Co-pay/80% Hospitalization - Family - $742.36: $20 Co-pay/100% <br />Hospitalization - Single - $456.30; $20 Co-pay/100% Hospitalization - Family - $742.36. <br />She stated that the 2008 budget has been adjusted to include these figures. <br /> <br />City Council / January 8, 2008 <br />Page 6 of 23 <br />
