<br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to adopt <br />Resolution #08-01-011 approving the 2008 City health insurance contribution and COLA for <br />non-union employees. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Dehen, <br />Elvig, and Look. Voting No: None. Absent: Councilmember Olson. <br /> <br />3) Consider Appointment of an Interim Assistant Community Development Director/HRA <br />Executive Director <br /> <br />Human Resources Manager Reed stated that because of the departure of Community <br />Development Director Trudgeon, staff is requesting that an Assistant Community <br />Development Director be appointed. She stated that staff is recommending that Associate <br />Planner Amy Geisler fill this position and that her classification pay be set at 4% from <br />November 21,2007 until a new Community Development Director is hired. She noted that <br />Ms. Geisler would return to her regular position and pay when a new Community <br />Development Director is hired. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to adopt <br />Resolution #08-01-012 appointing Amy Geisler as an Interim Assistant Community <br />Development Director/HRA Executive Director. <br /> <br />Motion carried. Absent: Councilmember Olson. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Public Hearing: Request for Adoption of the City of Ramsey 2008-2012 <br />Capital Improvement Plan <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:33 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:33 p.m. <br /> <br />Presentation <br /> <br />Mayor Gamec explained that the Capital Improvement Plan (CIP) is a roadmap and guide for the <br />City and is constantly changing. <br /> <br />Finance Officer Lund showed the CIP for the next 5 years and noted that it is used as a <br />forecasting tool and each project in the CIP needs to follow the formal process for adoption.
