<br />provide peace, quiet, and domestic tranquility within all residential neighborhoods within the <br />City, and in order, to guarantee all residents freedom from excessive noise, excessive traffic, <br />nuisance, fire hazard and other possible effects of said commercial uses. Applications for a <br />Home Occupation Permit shall be processed in accordance with the processing procedure <br />established for Conditional Use Permits in S€ction 9.03.05 of this Code. Home Occupation <br />Pennit's may be 'cancelled and revoked pursuant to the procedure established in Section 9.03.05 <br />of this Code. <br /> <br />Subd.1. Exemptions from Permit Requirements. Home occupations that <br />comply with the following criteria are exempt from the Permit requirements of this section: <br /> <br />a. Home Occupations that are conducted in the Dwelling Unit and no more than <br />one room of the Dwelling Unit shall be used for such purpose. <br /> <br />b. There is no display of interior or exterior business signs unless otherwise <br />permitted in Section 9.20 Zoning Districts. <br /> <br />c. There is no exterior evidence of the home occupation such as displays, <br />exterior storage of business equipment, materials, merchandise, inventory or , <br />heavy equipment. ' . <br /> <br />d. Employees are restricted to residents of the dwelling Unit. <br /> <br />e. The home occupation must be 'conducted entirely by personal computer, <br />phone, mail, shipment, or delivery of merchandise, and such deliveries, must <br />not generate vehicular traffic within the neighborhood in greater volume than <br />would normally be expected in a residential district and shall not restrict <br />traffic circulation. <br /> <br /> <br />f. Off-street parking for the Dwelling Unit occupants js provided in a'Ccordance <br />with sub-section 9.11.10 Off-Street Parking of this Code. <br /> <br />Subd. 2. Home Occupation Permit Required. Home occupations that do <br />not comply with the criteria of Subd. 1 shall require either a Principal Dwelling Home <br />Occupation Permit or an Accessory Structure Home Occupatio'n Perinit. No Principal Dwelling <br />or Accessory Structure Home Occupation shall be permitted without the prior issuance of a <br />Home Occupation Permit. <br /> <br />Subd. 3. Principal Dwelling Home Occupations. The intent of a Principal <br />Dwelling Home Occupation Permit is to allow the property owner the opportunity to operate a <br />low profile business within. the Dwelling Unit, ~xc1uding attached or detached garages. There <br />shall not be any exterior evidence of the existence of said Principal Dwelling Home Occupation. <br />It is the intent of this Principal Dwelling Home Occupation section for the property owner to <br />have a vested interest in the business, as the City does not desire to create business incubators for <br />lease within the residential district. Principal Dwelling Home Occupation Permits shall be <br />. required to comply with the fohowing standards: <br />
