<br />CASE # 5 <br /> <br />REQUEST FOR SITE PLAN REVIEW OF MUNDT COMMERCIAL BUILDING: <br />CASE OF TRI-STAR HOMES, LLC <br />By: Breanne Daines, Associate Planner <br /> <br />Background: <br /> <br />Tri-Star Homes, LLC has submitted a site plan applicatipn for the City-owned property located at <br />14220 Basalt Street NW on the corner of Bunker Lake Boulevard and Basalt St. This is a <br />redevelopment project, and the existing buildings have been demolished. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site plan <br />c) Pictures of the site <br />d) Landscape Plan <br />e) Building Elevations <br />f) GradingIDrainage Plan <br />g) Utility Plan <br />h) City Staff review letter dated November 30,2007 <br />i) Draft Development Permit <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing. <br /> <br />Observations: <br /> <br />The applicant is proposing to constmct a 14,143 square foot office and warehousing facility on <br />the subject property, which are permitted uses in the E-1 Employment District. The office portion <br />will house Mundt Law Firm, and the warehousing portion will be leased by a satellite dish <br />company. Access is proposed from an existing curb cut along Basalt Street N.W. <br /> <br />The site meets all City Code requirements for parking and setbacks. Thirty-two spaces are <br />required, and the site plan indicates 42 spaces. Two loading docks are proposed, one at grade and <br />one above grade. However, the lot is triangular in shape, and presents challenges for loading area <br />access. The applicant is requesting that the portion of the sodded area on the north side of the lot <br />be a "reinforced soil area" with a recessed curb. This would allow tmcks to drive on the grass, <br />and back into the .loading area. This is not currently allowed by City Code, unless otherwise <br />approved by City Council. The location of the loading dock on the north side of the building will <br />be highly visible from Bunker Lake Boulevard. Staff has requested that alternatives to the <br />loading dock location and the maneuverability of trucks be re-examined, and the applicant has <br />indicated that no other scenario is feasible. <br /> <br />Significant additions to the landscaping plan have been requested, both to meet City Code <br />requirements for landscaping and to screen the loading dock area from Bunker Lake Boulevard. <br />Also, staff is requiring that a trail and associated easement be constructed along Bunker Lake <br /> <br />-217- <br />
