The exact location of the trail and screening landscaping will require the submission <br />of revised plans that show both elements; based on discussions with City and County staff. <br />There are several significant oak trees on-site that should be surveyed and preserved, and could <br />possibly serve as credit toward the landscaping requirement. <br /> <br />The County has not submitted formal comments, but has contacted City Staff with regard to the . <br />planned improvements to Bunker Lake Boulevard. It is their intention to upgrade Bunker Lake <br />Boulevard to a 4-lane road west of Azurite Street at an undetermined date, therefore would not <br />advise allowing trail construction within their right-of-way at this location. However, Bunker <br />Lake Boulevard is planned as a regional trail corridor; therefore, the construction of a trail will be <br />the responsibility ofthe City at some point. <br /> <br />Drainage and grading plans have been submitted. Staff has requested verification that the <br />regional pond proposed to handle drainage is sized to accommodate this site. Also, revised <br />grading plans have been requested to indicate the change in grade required for the additional <br />landscaping. <br /> <br />The site plan is proposing outside storage, which is permitted in the E-l district. However, details <br />regarding the height of the fence and the nature of the outdoor storage have been requested. <br /> <br />Funding Source: <br /> <br />The Developer is responsible for all costs associated with processing the land use application and <br />reviewing the development. Eligible costs are partially funded utilizing Tax Increment Financing. <br /> <br />Recommendation: <br /> <br />Staff has some concerns with the proposed location of the loading area, as it faces a busy Bunker <br />Lake Boulevard. Staff has suggested that the location of the building or the building <br />configuration be re-examined. However, the applicant has indicated that all possible variations to <br />the loading dock location have been explored, and the proposed site plan is the only viable <br />option, given the challenges of the site. If the City Council is comfortable with the loading dock <br />location, it is suggested that significant landscaping efforts be made to screen the loading areas <br />from the trail and the Bunker Lake Boulevard viewshed. <br /> <br />There are other revisions requested with regard to the landscaping plan, the grading and drainage <br />plan, and the building elevations, most notably the requirement to construct a trail along Bunker <br />Lake Boulevard. The City Council has a policy to require the construction of trails on both sides <br />of County Roads, in order to obtain segments when development occurs. Although there is no <br />connection to be made at this time, staff believes the requirement to construct the trail will lead <br />to the eventual trail connections along the south side of Bunker Lake Boulevard. Also, due to the <br />eventual expansion of Bunker Lake Boulevard, allowing construction of the trail within the right- <br />of-way would eventually lead to its demolition and reconstruction. Therefore, staff recommends <br />construction of the segment of regional trail along this property fully within the property <br />boundaries. If the applicant agrees to these changes, City Staff recommends site plan approval <br />contingent upon compliance with City Staff Review Letter dated November 30, 2007, revised <br />January 3, 2008. <br /> <br />-218- <br />
