Member Strommen left at 8 :30 p.m. Due to the lack of a quorum at this point in the meeting, an
informal discussion was held as follows:

Case #4:

Staff Update

Economic Development Coordinator Sullivan provided an update on new business prospects and
current community revitalization projects.

Chairperson Riley referenced the 14230 Basalt St. NW project, and stated it is important that
another dock not be built in this location as the EDA has worked hard to clean this area up.

City Administrator Ulrich commented the new date for the Ramsey Town Center foreclosure is
January 18,2007.

Chairperson Riley questioned the purpose for the Anoka County United group and asked if it is
just another group that would not accomplish what it was established to do.

Economic Development Coordinator Sullivan replied that the Anoka County United group
. would makes sure the needs of all cities are addressed as it is not financially supported by the
County; therefore, it has the ability to accomplish other items.

Mayor Gamec stated he would like to see each community. represented on the Anoka County
United board, especially a Ramsey representative.

City Administrator Ulrich reported he would meet with the Anoka City Council on December
13,2007 concerning the Highway 10 corridor and street projects.

City Admini~trator Ulrich reported banks are courting businesses for the Ramsey Town Center.
He commented the bank would get back to the City once a developer is in place to move the
project forward.

Chairperson Riley referenced the "cost of doing business" discussion and stated he would like
the most current information from Mr. Sullivan on the new tax rates to move forward. He would
like to show Mr. Denny Sharp what staff found.

Economic Development Coordinator Sullivan commented on the assessed value of property in
Ramsey, especially new buildings. He stated these values seem high in Ramsey, which is good
for the tax base but not for businesses. He stated there is a significant discrepancy between
Anoka and Ramsey on the assessment of similar properties but in fairness the properties in
Ramsey are significantly newer. He commented assessed value would be hard to evaluate in the
"cost of doing business" because of this discrepancy.

Chairperson Steffen questioned why the Highway 116 and Ramsey Boulevard mini storage
project had not been on the EDA agenda.

Economic Development Authority / December 13, 2007
Page 5 of 6

5
