<br />Commissioner Brauer noted the article about the site plan review and form based codes which <br />may be something they are looking at. It may be something good to have as a reference piece. <br /> <br />OTHER COMMISSION INPUT <br /> <br />1) Discussion Item: Off Street Parking Requirements <br /> <br />Interim Associate Community Development Director Geisler stated a lot of Code Enforcement <br />complaints they receive are related to off-street parking. Currently City Code does not place any <br />restriction on the number of vehicles that can be stored on a parcel, only that the vehicles need to <br />be licensed and operable and operability has been hard for the City to determine and enforce. On <br />September 6, 2007 a public hearing was held and a number of changes were proposed and one of <br />the changes was to limit the number of vehicles. Staff was directed to prepare revisions that <br />would regulate off-street parking through the amount of parking area permitted rather than <br />number of vehicles. <br /> <br />Management Intern Gladhill reviewed the proposed changes to the Code in regards to limiting <br />the number of vehicles based on the impervious surface of a property. <br /> <br />Commissioner Brauer wondered where in the City this would not work. He stated anywhere in <br />the City they look, there are boats and even with the two percent someone could not have a boat <br />and a snowmobile trailer. He thought they should look at the size again. <br /> <br />Management Intern Gladhill stated this would be in addition to a driveway. <br /> <br />Commissioner Cleveland stated the owner would have to have the ability to get between his <br />home and the property line to get the vehicle behind the property and if there is not room, a <br />person could not do this. She stated a lot of people are storing their trailers along the garage but <br />she did not think the urban area people would be able to store their vehicles in the backyard. <br /> <br />Vice Chairperson Levine wondered why they would want to regulate something like this. <br /> <br />Interim Assistant Community Development Director Geisler stated the City Attorney's Office <br />has recommended Staff revise the code, given the difficulties in proving "inoperability" once a <br />case is in the court system. <br /> <br />The Commission discussed with staff ways to enforce operability of vehicles and how to regulate <br />it. <br /> <br />Commissioner V an Scoy wondered what is considered a vehicle. <br /> <br />Interim Assistant Community Development Director Geisler read the City's definition of what a <br />vehicle is. She stated a trailer is not considered a vehicle because it is not self-propelled. <br /> <br />Management Intern Gladhill indicated they have an exemption list to the definition. <br /> <br />Planning Commission/December 6, 2007 <br />Page 10 of 12 <br />
