The site is zoned E-1 Employment,
which requires a Conditional Use Permit to conduct vehicle repair.

The entire Minnesota Hitch site is paved. Blue Line proposes to store vehicles awaiting repair
only in the rear yard, which is enclosed with a chain link fence that is somewhat see-through and
would allow visual access to all vehicles being stored in the rear of the building. Only customer
parking would be permitted in front of the building.

While the proposed use is not strictly industrial in nature, there is a mix of manufacturing, office,
and retail uses currently surrounding the site.

Interim Assistant Community Development Director Geisler stated Staff is recommending
approval of the CUP request, with the following contingencies:

1. Only customer and employee parking is permitted in the front of the building, no vehicle
storage or display
2. Only vehicles awaiting repair are stored behind the building, no outdoor storage of parts
or cannibalized vehicles

Planning CommissionlDecember 6, 2007
