<br />limited to, matters of the preservation of the community forest, water quality, wetland <br />preservation, ground water protection, control of soil erosion and air, noise and light pollution. <br /> <br />Environmental Coordinator Anderson stated that when looking at the edited version of the work <br />plan (at least in terms of what items have been completed), it may be a bit deceiving as many of <br />the items are really ongoing tasks. However, several major tasks were completed in 2007, <br />including the adoption of the Municipal Wetland Management Classification Map and a natural <br />resources inventory. Furthermore, the Board has been directed to proceed with pursuing a <br />survey relating to open space/natural resources protection, which is a critical step in determining <br />the potential of an open space referendum. Additional accomplishments of the Board in 2007 <br />include hosting a presentation on the economic value of open space by Mr. Paul Anton of the <br />Wilder Foundation and the creation of a wetland buffer guidebook (although yet to be printed) to <br />be used as an educational tool for the public. <br /> <br />The Board should consider topics/projects for inclusion in the 2008 EPB work plan. Staff will <br />than prepare the work plan for consideration at the January meeting and subsequently forward <br />the work plan to City Council for approval. <br /> <br />Chairperson McDilda stated that the Board could start with the existing work plan and see what <br />progress they have made and then make changes and modifications against that. He stated that <br />they could also discuss things that are already there and determine if they still need to be. He <br />explained that since some of the objectives are ongoing and not resolved in a year's time, this is <br />more of an update on those things. He stated that they had been pretty specific on the last work <br />plan and questioned if they need to be that specific. He added that they should look and see what <br />they are going to spend the majority of their time and energy on in 2008 and move that to the top <br />of the list. <br /> <br />Board Member Max suggested that the referendum be moved to the top and the first and second <br />bullet points should then be sub-points under that. <br /> <br />Board Member Olds suggested that the order be inverted in the first four bullet points, with the <br />fourth being the first and the first then being last. He explained that the referendum is the key to <br />unlocking the door, and once that is done is when you need to start looking at funding and the <br />Council. <br /> <br />Chairperson McDilda stated that the EPB have been making recommendations to the Council <br />and with this work plan they should broaden that and help to initiate programs to come into the <br />City and support the recommendations. He added that rather than go into all the bullet points, <br />the EPB should just state what their intent is. <br /> <br />Environmental Coordinator Anderson commented that based on comments/feedback tonight, he <br />will draft a work plan and present it to the Board in January. <br /> <br />Chairperson McDilda stated that they should add to research, implement and adopt, if <br />appropriate, an open space referendum. <br /> <br />Board Member Sibilski questioned if they should change the word adopt to recommend. <br /> <br />Board Member Max stated that Board Member Sibilski was correct. <br />Environmental Policy Board / December 3, 2007 <br />Page 5 of7 <br />
