<br />· There has been a fatal flaw in the process. He and Mr. McCurdey were never notified <br />about the change to run a road directly through their properties. From his understanding <br />he believes people within 300 feet are supposed to be notified, and this is running directly <br />through their properties. <br />· This decision has financial ramifications. If he sells this property he has to disclose this <br />on the sale of the house, which will adversely affect his property value. If the road never <br />even goes through the property value will be affected. <br /> <br />Mr. Giddings stated he is asking for a reversal of the December 11, 2007 vote, and to look at <br />why they (Giddings & McCurdey)were never notified of a change as important as this. <br /> <br />Mayor Gamec stated staff will review this and get back to Mr. Giddings. He explained the road <br />alignment has gone into a Capital Improvement Plan and is not set in stone. If a discrepancy is <br />found and the meeting needs to be held again that will be done. Since this is not a project in <br />process, and will not be assessed within a certain time, it does not go against the property or <br />anything on the sale of the property. <br /> <br />Mr. Giddings clarified his property is the last little jog on the west end. Since 1980 that was <br />always to go straight over to 166th Avenue at Variolite, and a change was made to jog it down <br />between their properties. He was surprised they were never given a letter on that. <br /> <br />Mayor Gamec stated the City reviews the Capital Improvement budget and MSA designations <br />every year. This alignment will likely be changed since the City has just taken County Road 63 <br />back from the County. <br /> <br />Mr. Giddings stated although this is not a formal plan, if someone were to get wind that a road <br />will be going through there, it would adversely affect his property value. <br /> <br />Councilmember Elvig requested staff to keep him posted on what staff learns on this topic. He <br />stated Mr. Giddings has a good point. If the City does not act on this plan, Mr. Gidding's land is <br />in jeopardy for a potential hazard on resale. If a different route will be considered that issue <br />should be pressed sooner, rather than later. <br /> <br />City Administrator Ulrich stated a staff report on this topic will be scheduled for the next City <br />Council meeting. <br /> <br />SPECIAL PRESENT A TIONS <br /> <br />2) Presentation of the City of Ramsey Annual Report <br /> <br />Mayor Gamec presented the City of Ramsey Annual Report including the following information: <br />Background; Administration; Finance; Community Development; Economic Development; <br />Public Works; Fire Department; Police Department; and Ramsey Town Center Status. <br /> <br />Mayor Gamec stated the full City of Ramsey Annual Report is available on the city web site and <br />presented the address. <br /> <br />City Council!
