Absent: Members Elvig and LeTourneau.

EDA BUSINESS

Case #1:

Monument Signage

Economic Development Coordinator Sullivan presented four monument sign options for
consideration by the EDA. He recommended the EDA consider choice number four and direct
staff to get bids and present a finance package for the construction, maintenance, and
implementation of the signs.

Economic Development Consultant Mulrooney stated that Central Minnesota Development
Company (CMDC) would like to roll back some of its earnings to communities in which it has
financed a significant amount of projects. He explained the first step is to get an idea on how
much the signage would cost. He stated that investment in the signage would be done on a
matching basis to ensure the community backs the project. He mentioned that CMDC is a non-
profit entity and historically has been involved in Anoka County.

Member Schindel inquired about any other available funding sources for monument signs.

Economic Development Coordinator Sullivan replied Connexus Energy expressed interest in
contributing to the electrical construction/connection costs associated with all the proposed signs.
Economic Development Coordinator stated that he would ask Connexus if they would be willing
to contribute additional funds for construction to signs located in AEC Energy Park.

Member Kiefer questioned if Mr. Denny Sharp expressed interest in cost sharing with the
monument signage due to his involvement in a number of industrial projects in Ramsey.

Economic Development Coordinator Sullivan replied he would ask him. He informed the
members that no one has been selected to construct the signs and bids have not been let.

Mayor Gamec commented he would like these signs to coordinate with the look of the city.

Economic Development Coordinator Sullivan indicated the signs would be limited to the
industrial parks located along Bunker Lake Boulevard. He stated that the sign materials
presented are designed to coordinate with the Ramsey Municipal Center.

Member Kiefer questioned what match percentage CMDC is looking for.

Economic Development Consultant Mulrooney replied this has not yet been determined.

Economic Development Authority / December 13, 2007
Page 2 of6
