Director <br />Background: <br />The .City has .received an application from Michael Beach for a home occupation permit to <br />continue operation of a home health care business out of his home, which is located at 7830 149th <br />Lane INW. <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Site layout exhibit <br />c) Letter from applicant <br />d) Statement from applicant to Planning Commission <br />e) Letter from resident <br />f) Draft Planning Commission meeting minutes dated January 3, 2008 <br />g) Proposed findings of fact <br />h) Proposed interim use permit <br />Notification: <br />In accordance with State statute, Staff notified property owners within 3.50 feet of the subject <br />property of the public hearing. <br />Funding Source: <br />The applicant is responsible for all costs associated with processing the land use application. <br />Observations: <br />The Beach family has been operating Carefree Home Services out of their home since -1990. <br />They currently have 2 full-time office employees, and an average of 10 home health care aides <br />that stop by the home office weekly to collect pay checks or complete other paperwork. Michael <br />Beach also -lives in the home. <br />Around 1990, Michael's parents, Jerry and LeAnn Beach, consulted City Staff when they began <br />the business and were told they did not need to obtain any kind of special permit. Staff has <br />reviewed the property file and did not discover any documentation related to the inquiry. It seems. <br />plausible, though, that the Beaches were told they did not require a permit at the time, given the <br />small size of their operation. Over the years, however, the business has expanded to the point <br />-113- <br />
