Running at Large -shall mean any dog which is not either: <br />a. Effectively contained on private property; or <br />b. Effectively restrained, by chain or leash, to private property with the <br />consent of the property owner; or <br />c. Effectively restrained by a chain or leash not to exceed six (6) feet in <br />length; or <br />d. Under the voice control of its owner. <br />Subd. 2. Number of Dogs Permitted.
