Absent: Chairperson Nixt and Commissioner Trites <br />Rolle. <br />NOTE CITY COUNCIL MINUTES <br />The following Council minutes were noted: <br />1) City Council Regular meeting minutes dated October 23, 2007 <br />2) City Council Regular meeting minutes dated November 13, 2007 <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br />Case #1: Request for a Conditional Use Permit to Allow Motor Vehicle Repair in the <br />E-1 District; Case of Blue Line Collision Center <br />Vice Chairperson Levine closed the regular portion of the Planning Commission meeting at 7:10 <br />p.m. in order to call the public hearing to order. <br />Public Hearin <br />Vice Chairperson Levine called the public hearing to order at 7:10 p.m. <br />Presentation <br />Interim Assistant Community Development Director Geisler stated Blue Line Collision, which <br />currently operates out of 6260 Highway 10, is seeking to expand their operations into the former <br />Minnesota Hitch Building located at 6228 Highway 10. The site is zoned E-1 Employment, <br />which requires a Conditional Use Permit to conduct vehicle repair. <br />The entire Minnesota Hitch site is paved. Blue Line proposes to store vehicles awaiting repair <br />only in the rear yard, which is enclosed with a chain link fence that is somewhat see-through and <br />would allow visual access to all vehicles being stored in the rear of the building. Only customer <br />parking would be permitted in front of the building. <br />While the proposed use is not strictly industrial in nature, there is a mix of manufacturing, office, <br />and retail uses currently surrounding the site. <br />Interim Assistant Community Development Director Geisler stated Staff is recommending <br />approval of the CUP request, with the following contingencies: <br />1. Only customer and employee parking is permitted in the front of the building, no vehicle <br />storage or display <br />2. Only vehicles awaiting repair are stored behind the building, no outdoor storage of parts <br />or cannibalized vehicles <br />Planning Commission/December 6, 2007 <br />Page 2 of 12 <br />
