Mrs. Helling mentioned the Waco Street Project with <br />Burns and ~tittedrthat she was not aware of this prior to now. She stated the Finance Office could <br />reopen the I991 .~edger for payment of the project. <br /> <br />Discussion~ ensued regarding possibly assessing the City of Ramsey's share of the Waco Street <br />Project. ~ . <br /> <br />Councilme~ber~ Beyer asked for clarification with regard to the budget cuts for training and <br />education Md adrted that she is very opposed to any cutbacks on training and education. <br /> <br />City Admi~!stratOr Schroeder stated that approximately one-half of what was cut is being restored; <br />however, itCs no~ being done by department as some departments had allocated training dollars for <br />classes tha![Werg not absolutely necessary. He felt it would be better to deal with the training <br />budget on a~c~aselby-case- .'~ basis and also stated he, too, is opposed to having to cut back on training <br />and educatibm <br /> <br />Motion by ~'Cou~cilmember Hardin and seconded by Councilmember Beyer to direct Staff to <br />research th~ ~os~iibility of assessing for the Waco Street Project and if it is not possible, reopen the <br />1991 ledgegand* take the funds out of that year. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Beyer and Peterson. Voting No: None. <br /> <br />Motion by i~Ouncilmember Hardin and seconded by Councilmember Beyer to prepare a 1992 <br />Budget Aml~ridment, as recommended, for inclusion on the City Council agenda of May 12, 1991. <br /> <br />Motion c~ext. Voting Yes: Councilmembers Hardin, Beyer and Peterson. Voting No: None. <br />Case #2: City Funding Request from Elk River Community Education <br /> <br />Finance Of~¢er Helling stated she had received a call from Mr. Charlie Blesener regarding the <br />funding re~¢st tie made at the January 14, 1992 City Council meeting. She stated that during the <br />budget pro~ss, :the City allocated $3,500 from the 1992 budget to help fund the Community <br />Educati~)n !~ripgr~m for District #728; however, Mr. Blesener was actually asking for assistance in <br />funding an ~ithle~c director. The amount of $3,500 has since become part of the budget cut. Mrs. <br />Helling staO~l sht~ had recently become aware of an announcement that some residents in District <br />//728 receiv ~ed. stating t. he.y woul .d be charged an additional fee for the recreational program because <br />the City w~S,:nol~ parttclpating in the cost. She added that some cities were not even asked to <br />pamc~pate m the ~fund~ng. <br /> <br />City AdminiStrator Schroeder stated it would be interesting to know how many of the community <br />education d~liars!the Elk River School District raises through levy comes from the City of Ramsey. <br /> <br />Councilme~ber Hardin expressed disappointment in the letter regarding charging residents if their <br />City did no~ ~art!cipate in the funding. He felt that the Committee needs to look at all the dollars <br />given to community education programs and fund both the Elk River School District and the <br />Anoka-Hentl~piniSchool District in a like manner. <br /> <br />The Budge~. Committee directed City Administrator Schroeder to send a letter to Mr. Charlie <br />Blesener, F_]I{ Ri~Ver School District 4/728, informing him that the City of Ramsey will not be <br />contributint~ {?un~ling for the position of Recreation Coordinator.
