Case #3: i~ R~a~ msey Lions Sponsorship of Senior Citizen Programs <br />Finance O .ffr~er~Helling stated that the Ramsey Lions had become aware that expenditures for <br />Senior Citi~qns ?rograms do not meet the lawful purpose guidelines of State Statutes; therefore, <br />they are a.4kmg~the City to accept contributions and administer the disbursements for these <br />programs. <br /> <br />Mr. Jerry I-I~,. inlet, representing the Ramsey Lions, was present to answer any questions. <br />Motion by !(louttcilmember Hardin and sec, onded by Councilmember Beyer to direct Staff to <br />prepare a r~)lufion confirming the Council s acceptance of financial administrator of the Senior <br />Citizen Pro~l~tm~ sponsored by the Ramsey Lions for inclusion on the Council agenda of May 12, <br />1992. 7. ~ <br /> <br />Motion car~ ed. Voting No: None. <br />Case #4: ~' Central Park Paving <br /> <br />City Admi/tistr~or Schroeder stated that the paving of the Central Park parking lot had been <br />discussed a.[ g previous Council meeting and at that time it was determined that this improvement <br />,s, houl,d, be t{)istp¢~ned until the budget cuts were known. He stated that since the budget crisis is <br />'over , thiJ'i~ uP for discussion again. The funding would come from the Park Improvement <br />Trust Fund~: <br /> <br />Motion by C; oun~ilmember Beyer and seconded by Councilmember Hardin to recommend to City <br />Council to i~:l.~o, pf~a resolution receiving bids and awarding contract for the paving of Central Park <br />parking lot.:,i The !grading will be done by the City so an additional cost of approximately $600 will <br />be added to,lie a~ount. <br />Motion carded. Voting Yes: Councilmember Beyer, Hardin and Peterson. Voting No: None. <br /> <br />Case #5: [ POlicy on Expenditures of the Charitable Gambling Special Revenue <br /> Fund #270 <br /> <br />City AdminiStrator Schroeder stated that the Finance Department has a fund set up where all <br />receipts of ~it~ble gambling proceeds from the 10% of net profits from lawful gambling will be <br />placed. I-~..~ ~fell the City should not become dependent upon the funds and; therefore, <br />recommend~..~ dl thiit these monies should be disbursed exclusively for recreational, community and <br />athletic faei§fies intended primarily for persons under age 21. <br /> <br />Councilmerlaber ~ardin inquired if the monies could also be used for community activities such as <br />fixing up th~ Old ~chool house, etc. to which Mr. Schroeder replied it could be used for community <br />activities al~o'. <br /> <br />Motion by q2dunajlmember Hardin and seconded by Councilmember Beyer to recommend to City <br />Council to ~pt~he policy, pursuant to subdivision 11, subparagraph 7 of 349.12, that proceeds <br />realized int$ ~the.~charitable gambling special revenue funds are to be expensed exclusively for <br />recreationalj!Cl°mi~ unity and athletic facilities intended primarily for persons under age 21 provided <br />that such fa¢iliti~ and activities do not discriminate on the basis of a gender and not for operating <br />equipment, tltiPplies, wages or any other non-capital expenditure. <br /> <br />Motion carded. <br /> <br />Voting Yes: Councilmembers Hardin, Beyer and Peterson.
