Case ~ '~ City Special Revenue Fund #290 Peace Officers' Special <br /> Revenue <br /> <br />Finane¢iOff~cer Helling stated that Fund #290, Peace Officers' Special Revenue, <br />establiS i'~ex~ i~: 1989, was initially designated to receive Post-board Reimbursements for <br />Peace £ ~'~ice~ Training and Drug Bust Revenues. In December 1990, the City's Police <br />Departn ie0~ t ~gan to receive donations on behalf of the Becky Weiss Bike Roadeo. At the <br />Council:meeting of December 18, 1990, a Statement of Purpose, written by the Police <br />Chief, 0. as P~esented. Mrs. Helling explained that consistent with the Statement and <br />discussi~fi that evening, Council authorized the Finance Office to accept donations, make <br />disburs~ent;s, prepare necessary reports and perform the fund safekeeping function on <br />behalf o[ [he Becky Weiss Bike Roadeo. The disbursement of funds would be limited only <br />to supplj~s, ~nd no personnel costs are to be charged to the Roadeo account other than <br />possiblY~}fOr l~omotional celebrities. Mrs. Helling made the following observations: Post- <br />Board ~I!~e, jrn-l~ursement: At the direction of Council, this $2,062.82 portion of the fund <br />balanceiCma~ be transferred to the City's General Fund. Drug Bust Revenue and <br />Expend~0re~:: The City of Ramsey's share of drug forfeiture monies is the primary <br />revenue[~u~e for this fund. The use for these funds is restricted to expenditures for <br />police s~cial operations. Becky Weiss Bike Roadeo: The Roadeo came in well under <br />budget ~1 d~ring 1992, Staff time in Finance for processing or follow-up on this program <br />was at a~ini~um. <br /> <br />Chief A]aspo~ stated that with regard to the Bike Roadeo, question arose when Staff went <br />to the b~ba!t game as chaperones while they were being paid their regular salary. He felt <br />this is g$od ppblic relations for the City. <br />Mrs. H~lljng;~stated that in 1990, Staff addressed Council's concern that we not incur <br />addition~tl~ sal~tried time as a result of the Roadeo. Staff time was to be totally volunteered, <br />althoug~ ~orfle of Jim Singewald's time spent on the Roadeo may occur while he is on <br />duty. ? :: <br /> <br />CounciltJaom,ber Beyer stated she agreed with Police Chief Auspos about good "PR" for the <br />City. S[~* sta~ed she was upset that the employees are not compensated for their time and <br />that it to~.. k soitong to get the appreciation picnic held. <br /> <br />Discussion ~sued with regard to drawing up a policy for paid/compensated volunteer <br />work affd/noi paid/compensated volunteer work. Mrs. Helling stated that Staff needs <br />guidelin~s to go by as to when to pay and when not to. <br /> <br />City A~mini~trator Schroeder stated that when an 'employee goes to "chamber things <br />(golfing~ etc.)vacation time is taken or extra time is put in that week, and that this is also a <br />"PR" thing. <br /> <br />Counciltnember Beyer stated that the employees working at the pet clinic should be <br />compensated lhe same as they were in previous years. <br /> <br />Mr. Schtoed¢t' stated that everyone else doing volunteer work that day wasn't getting paid <br />and he ~It itishould be the same for the pet clinic. He felt all should get paid or no one <br />should ~i pa~d. <br /> ~ . <br />Followi~§ discussion of the Becky Weiss Memorial Bicycle Roadeo Policy, Chief Auspos <br />stated t~i at ~he present, the Chief of Police or the City Administrator shall authorize all <br />expendi[uxes :for this event.
