Mrs. He ling ~tated that under the City's purchasing policy, it is only the Department Heads <br />or City ~mi~istrator that have such authorization and she felt the City should adhere to <br />this poli :y as~consistency is important. <br /> <br />Motion ~y C~uncilmember Hardin and seconded by Councilmember Beyer to amend the <br />City of~Ra~,sey policy for the Becky Weiss Memorial Bike Roadeo "Authorized <br />Expendi[tareS~. ,, ~ - that the Police Chief,' or his/her designee, can make recommendations to <br />the Fmalace,0fficer. or City Administrator' for authorization of expenditures for this event. <br />Also de~e~ '~ty employees may volunteer time, but hours worked shall not be claimed for <br />salary c~mpeilsation from City funds". <br /> <br />Motion ~arriett. Voting Yes: Councilmembers Hardin, Beyer and Peterson. Voting No: <br />None. <br /> <br />The Bur[get (2ommittee directed the City Administrator to draft a policy regarding whether <br />or not v~}li~ntl~ers for City sponsored events should be compensated. <br /> <br />Case #~: : City Expendable Trust Fund #801 Self-funding Insurance <br /> <br />Finance~Offil er Helling stated that this fund, established in 1991, is used to account for <br />insuran~ref rods, dividends and other miscellaneous insurance related revenues. Last <br />year, du~i~tg ~ ~terviews with insurance agents of record, it was suggested this fund balance <br />should ~ at least $100,000 before its interest earnings are made available to fund the <br />deducti~ Po 'tion of the City's property/liability insurances. She informed the Committee <br />that the~Orrei ~t fund balance of $56,858, plus any League dividends this year, is significant <br />progres~i towl rds the $100,000 goal. <br /> <br />Case #~1', City Capital Project Fund #425 and Expendable Trust Fund <br /> ~ #805 City of Ramsey Park Funds <br /> <br />FinancelOffiq. er Helling stated that the City has two funds for park capital or improvement <br />funding~i iTh~ purpose of Capital Project Fund #425 is to account for the acquisition of <br />park lang4ex!~nditures and costs related to the improvement of parks within the City. The <br />purpose~rff th# City's Expendable Park Improvement Trust Fund #805 is to account for all <br />park de~!cat~on fees. Mrs. Helling recommended the Interfund Loan between the <br />lmprov{ment~Fund and Capital Project Fund be cancelled during 1992. This will result in <br />a zero ,l~alanCe in the capital fund as compared to the current deficit in the amount of <br />$100,657',10. <br /> <br />Motion ~y C0uncilmember Hardin and seconded by Councilmember Beyer to direct the <br />Finance~Of£$er to adjust the City's ledgers between the Capital Project fund and the <br />Expend~l~le ?rust Fund for parks such that the interfund loan approved in 1990 is hereby <br />cancelle~, <br /> <br />Motion ~arriext. Voting Yes: Councilmembers Peterson, Hardin and Beyer. Voting No: <br />None. <br /> <br />Case ~: General Discussion: Insurance Agent of Record <br /> <br />Council~ml~er Peterson stated that last December the City met with insurance agents and <br />at that t~e decided to go one more year with Hadtrath & Associates.
