She advised that the comp plan is a work in progress and she
is open to any suggestions that the board may have. She added that there will be a meeting on
January 16th for the community to review the draft goals and policies and it is due to the
Metropolitan Council in December of2008.

Board Member Freeburg stated that he is happy to see that 75 percent of the goals and policies in
one way or another deal with the natural environment. He was impressed that the citizens of the
community support the environment that much.

Board Member Max added that he was amazed at the OST sessions that he attended, because no
matter what the subject being discussed was, it kept coming back to the environment.

Chairperson McDilda stated that he understood that this is a draft, with the intent being to bring
it forward and discuss it with a larger group of people on January 16th. He questioned if the
comprehensive plan is going to be all encompassing and include all the goals, or if it is going to
be specific and just contain the major goals for the City.

Associate Planner DaInes explained that the existing plan is two or three times larger than the
current draft. She stated that she does agree that the less goals there are, the easier it would be to
focus on them but she explained that the plan looks ahead to 2030 and has to cover that whole
period of time. She stated that they would like to focus on major goals, but they do need to keep
that scope of time in mind.

Chairperson McDilda stated that the current comprehensive plan is more of a large umbrella plan
that is hard to reference. He questioned if there is going to be a breakdown between short and
long term goals. He also questioned if the new plan is going to be more of a workable document
that can be used during discussions on policy and activities in the City.

Environmental Policy Board / January 7, 2008
Page 2 of 10
