Associate Planner DaInes advised that staff and Council have spent a long time working on that
issue and how they can present the information in a summary type setting that is easily
referenced.

Board Member Bentz questioned if there is the intent to make this a living document that is
reviewed and updated on an annual basis.

Council Liaison Strommen explained that people are looking for a solid document that can stand
for a long period of time and that does not need to be updated monthly or yearly. She explained
that the comprehensive plan should be a stable, long-term guidepost, but should also allow a
little flexibility for changes to be made.

Chairperson McDilda questioned if there are any headings in the new plan that were not a part of
the existing plan, and if there is any way to distinguish that for discussion purposes. He
explained that if 80 percent of a section came from the existing plan, it would not need as much
discussion as a section in which 80 percent is new information.

Associate Planner DaInes replied that there are asterisks placed on items that came out of the
OST sessions. She also explained that the draft comp plan is pared down compared to the
existing plan with much of the content coming from the OST sessions. She advised that staff is
working on a way to make the additions more clear. She stated that this plan will be available
online on Wednesday for the public to view.

Chairperson McDilda stated that the Board Members should mention to neighbors that the
comprehensive plan will be available online and try to encourage residents to attend the January
16th meeting.

Associate Planner DaInes stated that they would also like to get the message out that this is a
check back from the OST sessions to see if all the information that was gathered is correct and to
make any necessary changes.

Board Member Max stated that as someone who endured the last comp plan process, it was a
breath of fresh air to see how well the process went this time. He explained that there was
enough time for citizen input, even though they only heard from a small percentage of the
residents.

Chairperson McDilda stated that even though it was a small percentage of residents, they are also
the same people who regularly attend the Planning Commission and Council meetings and know
what is going on within the City.

Board Member Bentz stated that the Board could tie their work plan into the comp plan even
more. He stated that even with the comp plan, you could see that there are a lot of goals, but you
still are relying on other pieces of the pie to get there.

Chairperson McDilda reported that this Board did not even exist when the last comp plan was
being approved. He stated that seeing all the ties into the environment are the things that this
Board can pay attention to and work with into our own work plan.

Environmental Policy Board / January 7, 2008
Page 3 of 10
