Chairperson McDilda stated that he does not recommend that the Board hold back on this issue.
He believes that they need to have this discussion and move forward. He advised that if the
Council does not want the Board to work on this issue, they would need to know so that they do
not waste any more time. He believes that it should be made clear that if the resolution fails, the
Board is no longer going to spend time on this and will remove it from the work plan. He also
felt is should be made clear that by doing so, they will be turning down $20,000 of free money to
determine what the residents of the City want.

Board Member Max believes that the Board should be careful with how they approach this.

Board Member Sibilski stated he would like to know if the resolution could be brought back
right away if the motion were to fail.

Board Member Max questioned if they push for a vote on this and it fails, do they push for a
revisal of their work plan, which includes open space so that it may be removed.

Environmental Coordinator Anderson stated that he would get clarification on when a failed
motion could be brought back in front of the Council.

Chairperson McDilda stated that which ever way the vote goes, at least the Board will have some
direction.

The consensus of the Board was to move forward with the resolution being brought forward at
the Council meeting on Tuesday and also for Environmental Coordinator Anderson to determine
if there is a waiting period for a failed motion to be brought back.

Case #4:

2008 Work Plan

Environmental Coordinator Anderson reviewed that at the December meeting, the Board
reviewed their 2006/2007 work plan and discussed potential topics for their 2008 work plan. Per
that discussion, Staff has compiled a draft 2008 work plan for consideration. Staff recommends
that the Board review the proposed work plan and if necessary, make pertinent revisions and
forward it to City Council for review and approval.

Board Member Max stated that the draft is exactly what the Board wanted Environmental
Coordinator Anderson to do, to scale back and focus on fewer priorities.

Environmental Coordinator Anderson advised that this would be on the agenda for the second
meeting in January to get the approval of the City Council.

Motion by Board Member Max and seconded by Board Member Sibilski to adopt the 2008 work
plan and to forward it to City Council for review and approval.

Motion carried.
