U <br />• <br />The Committee suggested that staff review a number of considerations associated with this <br />proposed ordinance including the following: <br />• Consider reducing the topsoil requirement from six to four inches. <br />• Provide cost information which would include the incorporation of clay in addition to <br />organic material into the native sand soil <br />• Consider the cost of providing 20% organic material into the required topsoil. <br />• Report back on the opportunities to encourage composting either by the City or the <br />County <br />Action: <br />Motion to ratify the direction of the Committee. <br />Case #5: Review Capital Improvement Projects (CIP) <br />Background: <br />Some of the projects that have been included in the CIP were highlighted but reminded the <br />Public Works Committee that none of them have been officially authorized by the Council. A <br />review of the three scheduled street projects was given for Phase 1 of 167th Avenue extension; <br />McKinley Street extension (Ramsey Blvd. to Sunfish Lake Blvd.) and South Highway 10 <br />Frontage Road (Riverdale Dr. and Rivlyn Ave.). <br />It was brought to staff's attention that the Council had already approved Phase 1 of the 167th <br />Avenue extension and that the feasibility study has been approved. <br />A review of the utility projects were RTC storm sewer outfall to the Mississippi River; Water <br />Treatment Plant; Water Tower #3 in Elrncrest Park and Watermain extension/looping (Regency <br />Pond to Alpine Park) <br />Action: <br />No action needed. <br />Case #6: <br />Background: <br />Review Comprehensive Surface Water Management Plan <br />Mr. Douglas. Project Manager of Bolton and Menk, was present and discussed the following <br />points of their Surface Water Management Plan which allows for continued growth and also <br />maintains community character. He reviewed the statues, rules and reviewing bodies that this <br />plan needs to go through. Currently they have found four impaired bodies of water in Ramsey: <br />Rogers Lake; Peltzer Pond; Rum River and the Mississippi River. <br />The Surface Water Management Plan should be integrated with the City's Storm Water Pollution <br />Plan. That while he believes there should be a fine/fee structure in place if people are found to <br />be discharging pollutants, he cannot put together the actual fee structure for the City to use. <br />
