Mr. Douglas reviewed the GIS mapping, storm water modeling, wetland management plan, <br />WRMP documents, financing and the NPDES Phase II permit needs. He noted that this is a draft <br />copy as they continue to work on a few glitches that have been discovered. He stated that staff <br />has pretty much approved the current conditions and feels the transition should be pretty <br />seamless. <br />He reviewed some of the maps and how the GIS mapping works and noted that they have <br />completed field verification on the maps. He stated that one of their biggest recommendations to <br />the City is a change in the ordinance for post development run off to be 75%. He stated that they <br />also recommend encouraging infiltration basins, rain gardens and that the City require soil <br />ripping of compacted turf areas. <br />Staff is recommending that the City Council put this document out for comment and their hope is <br />that this will be completed in time to be part of the comprehensive plan and after comments are <br />returned, staff thinks it would be a good idea to schedule a Council Work Session to discuss tlus <br />document. <br />Motion to recommend to the City Council that the draft Surface Water Management Plan be <br />accepted by the Council and send copies to the reviewing agencies. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #7: Consider Sale of Surplus Property located at 5860157th Lane <br />Background: <br />Staff reviewed the history of this surplus property and noted that the City had solicited for bids to <br />remove the property in September of 2007 and only one legitimate bid came back at $103.50. <br />The other bids received thought the City would be paying to have the house removed. The <br />legitimate bid was from Mark Pugh who has recently contacted the City and verbally offered to <br />pay $5,000 for the house. The City would be required to take care of removal of the foundation <br />which has an estimated cost of $10,000. Staff is recommending the City accept the offer from <br />Mr. Pugh because they believe this is the best offer the City will get. <br />Motion to recommend to the City Council that it accept Mr. Pugh's offer for the purchase of the <br />structure located at 5860 157th Lane, and that $5,000 be allocated from the Public Improvement <br />Revolving Fund for the removal and filling of the foundation by the Public Works Department. <br />Action: <br />Ratify the recommendation of the Public Works Committee <br />Case #8 Overview of 2008 Street Maintenance Program <br />_122_ <br />
