Absent: Councilmember Elvig. <br /> <br />Mayor Gamec stated that this has been a very difficult issue and thanked everyone for attending <br />the meetings and giving their input to the City Council. <br /> <br />Case #4: <br /> <br />Consider Deletion of Segments of 167th Avenue from Collector Roadway Plan <br /> <br />City Engineer Jankowski reviewed the rationale for creating a collector street system. He stated <br />that MSA collector streets are intended to facilitate traffic beyond the local residential traffic. He <br />stated that the City has tried to place collector streets on one mile grids and 167th is one such <br />grid. He stated that this has been included in the comprehensive plan for many years and <br />recently a neighborhood west of Variolite Street became aware of the plans and voiced their <br />concern to the Public Works Committee. He stated that after hearing their concerns, the Public <br />Works Committee recommended that the first portion of this road that would straighten out four <br />90 degree angle turns completed, but that the remainder of the projects be delayed in the CIP <br />until 2011 and 2012. He stated that these plans were discussed at recent comprehensive planning <br />meetings and the residents again voiced their concern about the plans. He stated that at the City <br />Council Work Session meeting on November 20,2007, the City Council directed staff to prepare <br />a resolution to eliminate the portion of the planned roadway past the section with the 90-degree <br />angle turns. He stated that this roadway improvement was to be funded with $350,000 of MSA <br />funds and if the remainder of the roadway is not constructed, the City would lose this funding. <br />He stated that residents in the Welcomes Road area have recently had their road paved and have <br />had quite a bit of additional through traffic in their neighborhood. He stated that they have said <br />that they were looking forward to 167th being a collector street because it would give the <br />Welcomes Road area some relief from through traffic. He stated that staff would like to offer the <br />City Council some alternatives to consider, like retaining the segment from CR 5 to Variolite <br />Street and eliminating the other section. He stated that staff is recommending that the City <br />Council adopt Resolution B that allows the area with four 90 degree turns to be completed and <br />redesign the road with the terminus to be located across from 165th Lane. He stated that all the <br />alignment issues have not been reviewed. <br /> <br />Mayor Gamec stated that it had been the intent of the City Council to eliminate the other <br />segments of the road until it found out that the City would lose $350,000 to complete this section <br />if the whole thing isn't designated. <br /> <br />City Engineer Jankowski stated that the City cannot retain the MSA route as planned, construct <br />the street and then remove it from the system the following year because the City would have to <br />pay the prorated portion of the cost, which would be 19/20 . <br /> <br />Councilmember Dehen stated that the City Council did commit to the residents that section 2 <br />would not be completed, but if the City doesn't do it, it loses the funding. He asked how the City <br />can make the connection between MSA roads if this portion is not constructed. <br /> <br />Councilmember Look and Mayor Gamec left the Council Chambers at 8:33 p.m. <br /> <br />City Council / December 11,2007 <br />Page 11 of 25 <br />
