<br />Public Works Director Olson stated that staff is recommending that section 1 be constructed as <br />originally proposed and the remaining segment be realigned so it lines up with 165th Lane and <br />ends at Variolite Street. He stated that every year, in May, the City can redesignate streets to be <br />MSA streets, so this can be reviewed. <br /> <br />Mayor Gamec returned to the Council Chambers at 8:34 p.m. <br /> <br />Public Works Director Olson stated that staff is suggesting that section 2 be left in for the next <br />year and the City can redesignate it in the future, so the City does not lose its MSA mileage. He <br />stated that this portion could be taken out of the CIP, but would stay on the MSA map so the <br />$350,000 can be utilized for section 1. <br /> <br />Councilmember Look returned to the Council Chambers at 8:35 p.m. <br /> <br />Mayor Gamec stated that the City needs to have the funds to improve the first portion of the <br />Street and asked the residents to trust the City Council that keeping the other section included in <br />the plans is only a way for the City to get this done. <br /> <br />Councilmember Olson stated that she feels it is reasonable to take this out of the 5 year CIP <br />because with the upcoming turn back and upgrade of CR 63, she feels that will be a preferred <br />route for people. <br /> <br />Councilmember Dehen stated that he is not sure how to handle this situation because the <br />Councilmembers all gave their word on this that the second portion of the road would not be <br />constructed. He stated that he sees disappointed faces in the audience tonight because it doesn't <br />appear to be going forward as they expected, but the City needs to preserve the funds. <br /> <br />A lady from the audience asked why the developer cannot pay the money for the road <br />improvement. <br /> <br />Mayor Gamec stated that the developer already has agreements with the City and has already <br />done more than his fair share. <br /> <br />Del Howe, 16471 Sapphire Street, stated that he represents the Welcomes Road area and noted <br />that they only heard about these plans by happenstance. He stated that he represents an area that <br />would be adversely affected if the project was shut down. He stated that he would like to <br />encourage the City to include residents from 166th and Quartz and to the south and west that <br />encompasses the Welcomes Road area so residents can give their input on the City's plans. He <br />stated that he would like to submit written comments to the City Council on the situation. He <br />presented a letter from the Concerned Citizens of Welcomes Road that stated its support of the <br />plan presented by City Engineer Jankowski. <br /> <br />Mayor Gamec agreed that future notification could include the Welcomes Road area and noted <br />that he feels City Engineer Jankowski's recommendation is the best. <br /> <br />City Council / December 11,2007 <br />Page 12 of 25 <br />
