<br />Keith Simmonet, 7131 166th Avenue, stated that his house is on the proposed new road <br />alignment to take out the 90 degree turns and asked what kind of intersection he can expect at <br />this property. Public Works Director Olson stated that more detailed information will be brought <br />forward in the future and noted that the City can work with Mr. Simmonet when construction <br />plans are being prepared. City Attorney Goodrich asked if the City Council was clear on what <br />the motion included. Public Works Director Olson stated that Resolution B includes that the <br />road will be constructed from CR 5 to Marble Street and then leave this as a future road from <br />Marble Street to the cuI de sac on 165th Lane and Variolite Street. Councilmember Dehen stated <br />that his idea with the motion was what Public Works Director Olson just reviewed. <br />Councilmember Look stated that he plans to oppose this from the standpoint that he believes the <br />City needs a more concrete plan and not be something that the State can take a look at the <br />minutes and see that the City had no intention of doing this. Councilmember Jeffrey stated that <br />he has this same concern. Councilmember Dehen stated that he believes the City does have the <br />intent to build it, but doesn't know specifically where it will go in this area. Mayor Gamec <br />stated that the City has done this in the past and is also something that many other cities do. He <br />stated that it is the intent of the City to construct a road, at some time in the future, in order to <br />comply with MSA requirements. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Dehen, Olson, and Strommen. <br />Voting No: Councilmember Jeffrey and Look. Absent: Councilmember Elvig. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Look, to Adopt Resolution #07- <br />12-338-B directing staff to remove the segment between Nowthen Boulevard and Armstrong <br />Boulevard from the MSA system. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Look, Dehen, Jeffrey, and <br />Strommen. Voting No: None. Absent: Councilmember Elvig. <br /> <br />Councilmember Olson thanked all the citizens who have participated in this discussion and <br />encouraged them to continue working with the City on other projects. <br /> <br />Case #3: <br /> <br />Request for Final Plat and Final Site Plan Approval of GAD's Prairie; Case <br />of Tri-Cor Development <br /> <br />Associate Planner DaInes stated in May of 2006, the City received an application to develop 7 <br />detached townhomes on this property. She stated that on May 22,2007, the City Council heard <br />the Final Plat case but had concerns about access to the County Road. She stated that this was <br />again discussed at the June 26, 2007 City Council meeting and was tabled to allow for <br />alternatives that would eliminate the need for access onto Nowthen Boulevard. She stated that <br />at the September 18, 2007 Public Works Commission meeting they recommend that the City <br />move forward with acquisition, through eminent domain, if necessary, of Helium Street, at a cost <br />not to exceed $60,000, including legal fees and noted that the City Council ratified this <br />recommendation at the meeting on October 9, 2007. She stated that staff recommends approval <br />of this Plat with a few contingencies noted in the packet. <br /> <br />City Council / December 11, 2007 <br />Page 15 of 25 <br />
