City Attorney Goodrich asked if item #4 in the proposed resolution included construction and
acquisition costs.

Associate Planner DaInes stated that in this case all financial obligation of the City is not to
exceed $60,000.

Councilmember Jeffrey asked where the $60,000 would come from.

Finance Officer Lund stated that it will come from the Public Improvement Revolving Fund for
road improvements and acquisitions.

Councilmember Dehen stated that he would like to talk about architecture for the proposed
structures. He stated that it appears that the townhomes have the "cookie cutter" approach and
all basically look the same and he does not like it.

Mayor Gamec asked if the City could include in the motion that the homes are not to be of
matching color and a variety of materials are to be used.

Associate Planner DaInes stated that the developer will have to follow town home standards
which does specify that a variety of materials and colors are to be used. She stated that there are
no requirements for architectural details for things like differing roof pitches.

Mayor Gamec suggested that the motion could include language that the City Council is not
granting architectural approval and the project will be subject to site plan review at a later time.

Associate Planner DaInes clarified that this was Final Plat review tonight also, but she does think
the City would have some architectural say through the Planned Unit Development (PUD)
process.

City Attorney Goodrich noted that the language in the suggested motion by City staff does not
state that this is a site plan review.

Councilmember Strommen stated that she thinks that was a clerical omission.

Associate Planner DaInes stated that the deadline for action on this item expires on December 18,
2007, but the applicant could willingly extend the deadline.

Councilmember Dehen stated that he also thinks these townhomes are crammed into the space.

Associate Planner DaInes stated that part of the Final Plat approval is also the lot layouts.

Councilmember Dehen stated that he is not in favor of this plan.

Associate Planner DaInes stated that as part of the PUD process, some language could be
included that they must vary the styles and colors of the townhomes.

City Council / December 11, 2007
Page 16 of25
