<br />Street, the City will release the final plat for recording and pay to Developer the <br />City's agreed upon $60,000 street contribution. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Strommen, Jeffrey, and <br />Look. Voting No: Councilmember Dehen. Absent: Councilmember Elvig. <br /> <br />Case #8: <br /> <br />Consider Authorization of Lower Rum River Water Management <br />Organization (LRRWMO) Joint Powers Agreement <br /> <br />City Engineer Jankowski stated that on January 1, 2005, the Joint Powers Agreement (JPA) of <br />the LRRWMO unknowingly expired, so the organization continued its operation. He stated that <br />this item was placed on the Consent Agenda of the October 9,2007 meeting, but was pulled for <br />further discussion. It was discussed at the November 20, 2007 work session in greater detail. <br />The LRRWMO is asking the City to renew the JPA through 2015 and also to ratify actions that <br />the organization took while the JPA had expired. He stated that since January 1,2005, a total of <br />74 permits were issued by the LRRWMO and 42 of those were for Ramsey projects. He <br />reviewed some of the standard conditions included in the permits. <br /> <br />Mayor Gamec recessed the City Council meeting at 9:58 p.m. and reconvened at 10:05 p.m. <br /> <br />Councilmember Look stated that he had asked that this be removed from the Consent Agenda <br />because he wanted to attend some meetings to get an idea of what the LRRWMO does. He <br />stated that as he has learned more, he has become more and more concerned. He stated that the <br />members of the LRRWMO are an unelected body asking for a 10-year extension to the JPA and <br />for the City to approve decisions that they made without the JPA. He stated that the LRRWMO <br />also follows the recommendations from Barr Engineering without a checks and balances system <br />in place. He stated that as mentioned earlier by Councilmember Dehen, government should be <br />by the people and for the people, and a checks and balance system should be in place. He stated <br />that he would consider renewing the JPA for a one-year period based on the 3f generation plan <br />that they are proposing and until the City can see how this affects Ramsey. <br /> <br />Councilmember Dehen asked why the Anoka Soil and Conservation District couldn't be <br />involved in these water issues. <br /> <br />City Engineer Jankowski stated that the Anoka Soil and Conservation District is involved in <br />technical aspects for the watershed as well as education and maintaining a web site for the <br />LRRWMO. <br /> <br />Councilmember Dehen asked why the City couldn't be without the LRRWMO and just utilize <br />the Anoka Soil and Conservation District. <br /> <br />Councilmember Strommen stated that the City does not have authority or jurisdiction over these <br />Issues. <br /> <br />Councilmember Dehen asked if the City had to enter into the JP A. <br /> <br />City Council / December 11, 2007 <br />Page 20 of 25 <br />
