<br />Mayor Gamec stated that if the City doesn't do that, then the County will take over and things <br />will take a lot longer for review. <br /> <br />Councilmember Dehen asked if the City retroactively approved the decisions made since January <br />1,2005 of the LRRWMO, what the legal ramifications would be for something that has already <br />been done. <br /> <br />City Engineer Jankowski stated that the LRRWMO attorney has stated that if this portion is <br />problematic to the City, it can be removed from the resolution, but noted that for the most part, <br />the conditions the LRRWMO imposed were not outlandish. <br /> <br />John Enstrom, 8702 - 181st Avenue, thanked Councilmember Look for attending the LRRWMO <br />meetings and noted that he had also been attending the meetings for the last 6 years. He stated <br />that he would like to tell the City to be cautious in entering the JP A, because although he feels <br />the LRRWMO has good intentions, they are passing regulations that are not State or Federally <br />approved. He stated that he supports Councilmember Look's suggestion of approving a JP A for <br />1 year only rather than the 10 they are asking for. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to Adopt Resolution <br />#07-12-340 authorizing the amendment of the Joint Powers Agreement for the creation of the <br />Lower Rum River Water Management Organization extending its term to expire on January 1, <br />2015 and ratifying acts taken during the interim period from January 1,2005 to the adoption of <br />the revised Joint Powers Agreement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Olson, and Jeffrey. <br />Voting No: Councilmembers Dehen and Look. Absent: Councilmember Elvig. <br /> <br />Case #9: <br /> <br />Approve Resolution Initiating Concept Planning for Sunfish Lake Park <br /> <br />Parks Supervisor Riverblood stated that $30,000 from the CIP was designated for beginning the <br />concept plan for Sunfish Lake Park. He stated that the plans will include a lot of public <br />participation. <br /> <br />Councilmember Strommen stated that she is very excited to see this moving forward. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to approve <br />Resolution #07-12-341 beginning the Sunfish Lake Concept planning process, utilizing the <br />services of Brauer and Associates, at a not to exceed amount of $30,000. <br /> <br />Further Discussion: Councilmember Dehen stated that he would like to see the scoring results of <br />the way the proposals were evaluated and how Brauer and Associates were selected. Parks <br />Supervisor Riverblood stated that, in this case, the selection was very easy because Brauer and <br />Associates scored the highest and was also the cheapest option. Councilmember Look stated <br />that he has received a call from a resident concerned about some of the trails crossing their <br />property.
