<br />the overall design tonight. He explained there will be a public information meeting that the <br />general public is invited to on February 11, 4:30 p.m. to 7:30 p.m., at City Hall. He explained <br />that they will answer questions and discuss the manufactured home community area. He <br />explained that there are five alternative designs. He stated that a Single Point option and <br />variation give new alternatives including the Avoidance Alternative. He explained Tight <br />Diamond and reviewed the proposed roadways, known property acquisitions, and potential <br />acquisitions. He explained that the properties between the railroad and highway include the total <br />number of acquisitions known. He explained they are reviewing new acquisitions, which are <br />south of Highway 10. He explained that north of the railroad will look the same. <br /> <br />Councilmember Dehen asked about an area of the key identifying potential acquisitions. <br /> <br />Mr. Demers stated that the blue areas identify potential acquisitions. <br /> <br />Mr. Demers stated that the Access Management Study found that continuing McKinley Street <br />across Sunfish Boulevard could be done by rerouting it along the railroad. He explained that an <br />alternative was found and because of the new elevation bridging will go over the railroad <br />allowing for the area businesses to remain. <br /> <br />Councilmember Dehen asked about the potential acquisitions by Comfort Suites and the <br />residences in the area. He asked why acquiring the residences by the river would be necessary. <br /> <br />Mr. Demers explained that to access the railroad they need to acquire them because of the new <br />elevations. He explained that if all are in agreement to change the elevation of Sunfish they <br />could leave the residences. <br /> <br />Councilmember Dehen asked who makes the decision. <br /> <br />Mr. Demers stated it would likely be MnDOT. <br /> <br />City Administrator Ulrich asked if the area by Highway 10 would be at the same elevation. <br /> <br />Mr. Demers stated the area near CR 57 would need to be elevated. He explained that it depends <br />on how much elevation is needed in the adjoining area. <br /> <br />Mr. Demers talked about another option of placing Loops in the southwest quadrant, which <br />would have increased right-of-way impact. He explained that this is similar to the previously <br />reviewed plan. <br /> <br />Anoka County Engineer Fischer asked how this would impact traffic management. <br /> <br />Mr. Demers stated that it would improve traffic management and the loops would allow a right <br />turn onto the freeway avoiding a signal from Highway 169. <br /> <br />Councilmember Dehen commented that not much additional land IS needed for the Tight <br />Diamond or Loop options. <br /> <br />City Council Work Session / January 29, 2008 <br />Page 2 of 17 <br />
