Mayor Gamec explained that minority and elderly were found to live in the area.

Mr. Frick stated that they check with City Staff and use census information.

Mr. Demers explained that they need to work with the City to see if the City has alternative
housing for residents of the mobile home community who will be displaced. He explained that
Woodlyn Court access would need to come in the area south of Highway 10, which gives
options.

Mayor Gamec explained that using the area where a hotel exists is an option. He explained that
an option is to use a low area by Lano Equipment for two accesses. He explained that for the
mobile home park he believes that better, more accessible housing can be provided in a different
location.

Mr. Demers explained that the mobile home park is surrounded by a railroad, an industrial area
to the north, and a freeway, which may not be a good location for a home.

Ms. Frick stated that they are reviewing this option because it is a federal requirement.

Mayor Gamec explained that the location of the Park is a difficult problem because of the area
they will be located in with the project. He explained that the cost of relocation is expensive.

Ms. Frick agreed.

Mr. Demers reviewed the schedule and the next steps. He explained they are entering the
environmental phase and will review details of what works and what doesn't. He explained that
the next step will be to meet one on one with business and homeowners.

Mayor Gamec questioned if the AUAR area is covered or if an environmental assessment needs
to be done.

Ms. Frick stated that the AUAR has been reviewed and is not required for a federal process. He
explained that they are looking at the interchange.

Mayor Gamec questioned what area it covers.

Ms. Frick explained that it is between the two interchanges.

Mr. Demers explained that if MnDOT or the State of Minnesota get involved in construction
federal funding would be involved.

Ms. Frick explained that federal purse strings bring with them federal issues.

Mayor Gamec mentioned they are looking at a rail station. He asked if an environmental impact
statement could cover both areas so the money does not need to be spent twice.

City Council Work Session / January 29, 2008
Page 5 of 17
