<br />Nancy Frick, SRF Consulting Group, Inc, stated that this information will be provided with <br />contact names along with who is involved and what happens next. She explained there will be a <br />schedule with the phone numbers of people involved. <br /> <br />Mr. Demers explained that the overseeing project management team consists of MnDOT, and the <br />Metropolitan Council, the County and the City. He explained this information will be made <br />available. <br /> <br />Councilmember Jeffrey asked that they know how to access the decision makers. <br /> <br />Mr. Demers explained that the Avoidance Option allows for avoidance of Oak Terrace <br />Manufactured Home community. He explained that the plan will have more impact to other <br />areas. <br /> <br />Ms. Frick explained that this is a federal process because of the funding and an environmental <br />process and an executive order requires that an environmental justice condition be applied. She <br />explained that a requirement is to look at options, which impact low income or minority persons. <br />She explained that they are required to see if they can avoid impacting that area. She stated that <br />the manufactured home park is a low income and minority community. She explained that they <br />look at whether the environmental and social impact of the alternative plan outweighs the option. <br />She stated the second part looks at an aggressive opportunity for feedback by the affected <br />community. She explained that meeting with the mobile home community residents is required <br />in the federal environmental process. She explained that 4F park avoidance and wetland <br />avoidance are other types of avoidance conditions the Council may be familiar with. <br /> <br />Mayor Gamec explained that in the area by Highway 10, 300 to 500 people are involved in the <br />controversy relating to the decision that is to be made. <br /> <br />Mr. Demers explained that there are questions about whether Oak Terrace mobile home court <br />would be in place in the future. <br /> <br />Mayor Gamec explained that they had looked at purchasing the Park in Anoka that was going <br />through a process. <br /> <br />Ms. Frick explained that in the Arden Hills Mobile Home Park they are going through a process <br />that they got involved in at the 11th hour. <br /> <br />Councilmember Dehen asked how it is determined that people in the mobile home park are low <br />Income. <br /> <br />Ms. Frick stated that they look at the census, use City Staff and talk to the mobile home <br />community operator about ethnicity of the park. She explained that the housing is lower cost, <br />which would be used by low-income residents. <br /> <br />Councilmember Dehen asked if because the area is low income there are minorities in the area. <br /> <br />City Council Work Session / January 29, 2008 <br />Page 4 of 17 <br />
