<br />Elwyn Tinklenberg and Jodi Ruehle of The Tinklenberg Group were present. Mr. Tinklenberg <br />explained that there have been significant accomplishments including bringing in 2.6 million <br />dollars of federal money to the corridor. He explained that 1.8 million dollars of federal <br />appropriations were brought in. He explained that the Coalition was helpful in this by <br />determining priorities, and making decisions on how money was spent. He explained that <br />another 800,000 dollars previously was dedicated to work on the intersections on Highway lOin <br />Ramsey. He explained it is important to work with the cities to continue the process. He <br />explained there are key plans for 2008 and work to prepare for 2009. <br /> <br />Ms. Jodi Ruehle explained there is a work plan, a communications plan and a membership plan. <br />She stated the Coalition's main goal is a collaborative approach for planning projects. She <br />reviewed that the Coalition involves cities and counties between Coon Rapids and Elk River. <br />She explained that they will work to compliment the other projects. She referred to a list of <br />Coalition members and contributing community members. She stated that 2008's priority was <br />related to MnDOT requesting an additional lane between Egret up to the Hanson interchange. <br />She explained that there are time constraints on the MnlDOT's 9.4 million dollars. She stated <br />that there is money for a lane in each direction for construction of the bridge. She explained that <br />the challenge is to complete the project within the 9.4 million dollar amount when optimum <br />design standards result in an estimated cost closer to 12.5 or 13 million. She explained that <br />MnDDT will make a plan closer to the allotted dollar amount so the design would have the <br />highest use possible including bus lanes. <br /> <br />Councilmember Dehen asked if this relates to the narrowing of the lanes from three to two <br />causing congestion. <br /> <br />Mr. Tinklenberg stated that they look at these impacts and ways to financially make the project <br />work in the best way. He explained that navigating the railroad is a factor. <br /> <br />Ms. Ruehle stated they will work with MnDDT to minimize the impact to the traveling <br />community and work to see how additional funding can be accessed. She explained that they <br />will assist the State in using the money within the timeframe necessary, which is three years. <br />She stated that they will do research to see if Federal dollars are available. She explained that <br />the Highway 10 project is a priority but there are several other projects for 2008. She explained <br />that additional projects include coordination with Anoka concerning the intersection at Fairoak <br />and Thurston, consideration of the river crossing, the bypass at Elk River and exploring a river <br />crossing for Ramsey. She explained that MnDDT covers a crossover district, which they will <br />work with. She explained that the improvements will compliment transit that is being planned. <br />She reported that the communication plan is for external and internal Coalition members and the <br />general public. <br /> <br />City Administrator Ulrich asked what planning is being considered for Armstrong Boulevard. <br /> <br />Ms. Ruehle stated that this should be included and they will add this into the plan. She explained <br />that in the past marketing was done on behalf of the members to be sure they know how the <br />Coalition is functioning. She stated that they will be promoting the bigger picture of the corridor <br />and how the cities can be involved and the community too.
