Absent: Commissioners Greenberg and Kent. <br /> <br />Case #2:: Proposed MUSA Expansion. <br /> <br />The City is ic~rr0ntly completing a proposed expansion of the Metropolitan Urban Service Area <br />(MUSA) bfUndary located in the City of Ramsey. The proposed expansion of the MUSA <br />boundary w~oBld 'extend to 153rd Avenue N.W. in the north, then west to County Road g83, then <br />south along!l~outtty Road g83 to Highway gl0 and along the eastern boundary of Alpaca Estates <br />Addition toithe l~ississippi River. With this proposed expansion, the City would see an increase <br />in industrial proP~erty of over 821 acres, bringing the total within the MUSA boundary to over <br />1,000 acres.~ Based upon the 15 year absorption rate, this would leave the City with approximately <br />a 68 year s.~p.r, pl~of industrial property. This is one of the areas that the Metropolitan Council <br />would look ~a~ w~en approving the proposed MUSA expansion and which would create problems <br />for the Cit~,i~in approving this expansion. Staff is requesting the Economic Development <br />Commissiot~ io r~view the possibility of recommending to both City Council and the Planning and <br />Zoning Corg¢ission to rezone part of this property as single-family residential or multi-family <br />residential tO help increase the possibility of approval of the MUSA boundary expansion. <br /> _r <br /> <br />Commissioi~r Ffilts stated that although there are high traffic counts, one of the problems with <br />developme~ ~alontg Highway gl0 for many of the retail establishments is that there are no rooftops <br />visible. ThesPis 6ne of the long-standing problems of zoning all of the property along Highway <br />gl0 as induS{fiat property.
