6. The proposed connection to Armstrong is seen as dangerous by Anoka County (safety <br />report issued), and Ramsey City Council members as noted in public works meeting <br />September 18, 2007 minutes <br />7. This road will lower market value of homes and increase property taxes <br />8. Residents in this corridor moved to the area for peaceful and quiet surroundings; this <br />proposed road will result in the opposite effect -rural feel <br />9. Residents will lose property as a result and in some cases sentiment from things such as <br />weddings will also be lost <br />10. New development =more traffic <br />11. "Segment 1" -even though not official street -beginning indications show increase in <br />traffic <br />12. More bike, walking traffic -safety concern who comes or is in neighborhood (example - <br />people watching houses for robbery, perverts, sex offenders) <br />13. Unknown vehicles <br />14. Increase "drag racing" -speed will be an issue! ! <br />15. Absorb loss of property from widening of road <br />16. Selling is an issue -decrease marketability of our homes <br />17. This road will bring City sewer & water -who will pay for that, residents? <br />18. Some property wells can be impacted by widening <br />19. Semi-trucks, will they use the road? <br />20. We are being inconvenienced for new development -sacrificing existing neighborhoods <br />for new <br />• Recommendations: <br />1. As per Public Works meeting September 18, 2007, feasibility study for segment 1 has <br />moved forward, this project should be considered a safety improvement with no reference <br />to the MSA Collector Road project : 167' Ave Extension <br />2. The County should be involved prior to any recommendations for roads being put into the <br />comp plan -development review process <br />3. Remove the proposaUplans of 167' collector road entirely from all city and state <br />documents. Green Valley Road (CR #63), Alpine Drive and Sunwood are all collector <br />roads that should be sufficient. <br />• Delete references to this collector road in current comp plan (2001 comprehensive <br />plan amended February 26, 2002) <br />• Section VI, page vi-15: 167' Ave should be reclassified as a collector <br />• Section VI, page vi-16:...the city also intends to complete a future extension of 167' <br />Ave between Variolite Street and Nowthen Blvd., as a collector route. Upon <br />completion of this segment, 167' Avenue will provide a continuous east-west route <br />between County Road 83 (Armstrong Blvd.) and Highway #47 <br />• Delete references to this collector road in the City of Ramsey capital improvement <br />program, pages 223 & 224 <br />• This project appears on the MnDOT 2007 MSA needs study for Ramsey under the <br />MSAS segment listing. These should be removed; 199-102-005 (approved by <br />Commissioner's order #87210 July 2003), 199-102-020 and 199-102-010 <br />4. Other options need to be looked at <br />16 <br />
