COMPREHENSIVE PLAN
ISSUES POSTED WITH DISCUSSION NOTES
September 12, 2007
ISSUE: Green Corridors. What are the Aspects of "Open Space"? What is it? Erica Sitz
and Michael Max
• Open Space -public/private
• Education -Recognize private participation
• Access to open space -parking, trails
• Right mix of developed, undeveloped, and preserved
• Preserve corridors during development -flexible zoning
• Natural paths interspersed with bituminous trails
• Separate uses; bikes, walks, horses, etc.
• Preserve - no access
• Increases property value
• Kiosk -education
• Referendum
• Identify/prioritize best opportunities
• Incorporate Anoka Conservation District Greenway Corridor Plan where appropriate
• Reference NRI to identify opportunities
• Incentives to homeowners?
ISSUE: Wetlands Use? Government/Public/Private. Preserve aesthetic value of wetlands,
Rum River, Trott Brook, etc. without penalizing private owners. Vicky Hesselgrave and Ron
Hunt
• These areas provide value to everyone in Ramsey
• Farmers used to farm all the wetlands in Ramsey (30-40 years ago), they weren't as wet.
Water is drained from Burns.
• Wetlands should remain and have value as filters, green space, etc.
• If these areas are to be used for public, how to compensate. What can government do vs.
private people? Why does government have that right?
• Don Schumacher -Elk River -opposed trails
• How can trails be opposed? Zoning can take rights away. What should be done?
1. Funds available from government sources to compensate for "taking"
2. Allow greater density on other parts of properly to make up for non-use of wetlands
• Ramsey should educate private owners on how to protect natural resources. If they want to
control it (buffers) they should buy it, because sale value is reduced.
• Government is exempt from zoning ordinances
• Could park money be used? Other sources like open space banks. Where to get the money?
Developers? Grants?
• As each parcel sells, claim part of it to be used for the trails, etc. Do not infringe on
established properties. Negotiate and ask -don't just take.
• Disclosure should be made to potential buyers of the City's intent for future trails, etc. that
would affect their property.
7
