<br />Case #1: <br /> <br />Report on Riverdale Speed Studies and Request for Stop Sign Placement at <br />Riverdale Drive and Alpaca Street <br /> <br />City Engineer Jankowski stated that he noticed there were people present for the discussion <br />about Case #2 and suggested that discussion regarding Welcomes Road could happen before <br />Case #1. <br /> <br />Case #2: <br /> <br />Consider Paving Drive Aprons on Welcomes Road <br /> <br />City Engineer Jankowski stated that the Welcomes Road project was completed in 2007. He <br />stated that the City agreed to pay the costs associated with the storm sewer and one-half of the <br />road proj ect. The proj ect was assessed with the estimated construction costs of $225,519.00 plus <br />overhead costs. The final constructions costs were only $219,002.33, which is a difference of <br />$6,517.57. He stated that resident, Del Howe has contacted the City and indicated that a number <br />of property owners had expected their driveways would be paved up to the new road as part of <br />this project. He referenced the feasibility study that is consistent with past policies and did not <br />cover driveway paving costs. He stated that there are 8 driveways that are still unpaved or have <br />a gap in the paved connection from their driveway to the road. <br /> <br />Del Howe, 16471 Sapphire Street, stated that there were some residents in the area who paid to <br />pave their own driveways and connect them to the road. He stated that he has a concrete <br />driveway and experienced damage to the end of his driveway during the construction process, <br />which he has paid to replace. He stated that there are still at least 2 driveways that have a gap <br />between their paved driveway and Welcomes Road. He stated that the residents understand that <br />there is money left over from the amount that they have already been assessed and feels it would <br />be appropriate to use this money to address the gaps. <br /> <br />Councilmember Dehen stated that he doesn't feel it makes sense to have a gap between the <br />driveway and the road because the City is trying to reduce or eliminate the amount of dirt and <br />rock that is coming onto the roadway. He stated, however, that if the driveways are not paved <br />already, he is unsure if the City should pay for this cost. He asked how much of a gap there was <br />between the driveways and the road. <br /> <br />Mr. Howe stated that one driveway has a gap of about 6 or 8 feet and the other is around 10 feet. <br /> <br />Mark Steinbrecher, 16421 Sapphire Street, stated that his driveway has a gap, but there is a 3- <br />foot drop from his concrete driveway back down to the road, so asphalt will not take of the <br />problem because it will just break, because he drives an 18 wheeler. He stated that the shoulder <br />area was filled in nicely, but it has not been packed down and is concerned that the material will <br />end up in his yard after snow plowing begins. <br /> <br />Chair Elvig stated that this seems to be the appropriate time for the City to consider a policy on <br />paving driveway aprons for this type of project. He suggested that the City consider paving the <br />first 9 feet of the driveway apron. He stated that this should be included in the feasibility study. <br />He stated that he agrees with the comment made by Mr. Steinbrecher and his concern about the <br />shoulder material because there was work done behind his property that looked good for a few <br /> <br />Public Works Committee !November 20,2007 <br />Page 2 of9 <br />
