weeks, but has dropped down a few inches. He stated that the Class 2 material looked nice, but
now is spread all over the road. He asked whether there was some type of packing method that
could be used so this material will stay put. He stated that in this case, there is some money that
the homeowners have already been assessed and though he wouldn't want to impose on someone
who does not have a paved driveway, this money could be used to assist those that do to make
the connection.

Councilmember Dehen asked City Administrator Ulrich what his experiences have been in other
cities for this type ofproject.

City Administrator Ulrich stated that there have been very few unpaved driveways in his
previous cities, but their policies were to pave to property line or match into the existing
driveway, whichever distance is less. He stated that he thinks this is similar to what
Councilmember Elvig is proposing.

Councilmember Dehen asked if the homeowner had an existing driveway going out to the road
whether the City would then remove some of the older driveway apron material and upgrade
them.

Chair Elvig stated that he did not feel the City should be in the removal business, however the
homeowner could break up the older material and remove it and then the City could come in and
construct a new apron to the property line.

Councilmember Olson asked about the homeowner who has a concrete apron and what the City
would do in that situation in the future.

Chair Elvig suggested that the City see what the cost of the apron would be for asphalt and offer
to apply that amount towards the concrete costs.

Councilmember Dehen asked if there were situations where the setback could be 20 feet. He
stated that if so, he suggested that the City establish a policy to pave the edge of the road and in
1 0 feet.

City Engineer Jankowski stated whatever distance the City decides can be included in the
feasibility study.

Councilmember Olson stated that she likes the idea of capping the distance that would be paved
at 1 0 feet.

Councilmember Dehen stated that he also likes the distance of 10 feet from the edge of the road.
He stated that he feels the City should work out a credit for residents who may want to upgrade
to a concrete apron.

Public Works Supervisor Reimer asked that if the City handed over a check to homeowners who
wanted to upgrade to a different kind of apron, what assurance would the City have that they
would not just take the money and not fix the driveway.

Public Works Committee INovember 20, 2007
Page 3 of9
