<br />Chair Elvig stated that the check could be given after the work has been completed and <br />homeowners can submit a request for partial reimbursement. <br /> <br />Mr. Steinbrecher asked why since this was City owned property, the City couldn't just give an <br />apron to homeowners. He stated that he also wanted to mention that he would like a traffic <br />control because their street has become a drag strip for UPS trucks, school buses and <br />motorcycles. He stated that he would like to see a few traffic control signs and speed limits <br />posted at 20 mph. <br /> <br />Chair Elvig stated that the City has no choice regarding speed limits and noted that they would <br />need to be 30 mph. He stated that the situation can be brought to the police department's <br />attention. He asked whether including the 10 feet driveway portion in the proj ect would be for <br />overlay projects or just roads that were being paved for the first time. <br /> <br />City Engineer Jankowski stated that driveways associated with overlays have been, in the past, <br />picked up with Public Works as incidental costs. He stated that it would be best to address this <br />in a feasibility study so it spells out clearly what the City will do. <br /> <br />Chair Elvig stated that staff should take a close look and see if the apron costs should be included <br />in the feasibility study. <br /> <br />Motion by Chair Elvig, seconded by Councilmember Dehen, to recommend that the City Council <br />include as part of the regular feasibility study, the costs of paving driveway aprons, up to the <br />edge of the road, not to exceed 10 feet, for new construction over dirt paving proj ects. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Dehen and Olson. Voting <br />No: None. <br /> <br />Chair Elvig asked whether the $6,500 left over from this project will be enough to cover the <br />connection costs for the driveways that have a gap. <br /> <br />City Engineer Jankowski stated that he does not think this amount of money will cover the costs. <br /> <br />Councilmember Dehen suggested that the City give the $6,500 back to the residents with <br />individual agreements that they will either be assessed for the costs or pay it on their own. . <br /> <br />Chair Elvig stated that this may not be fair to people who have already paved their driveway <br />aprons. <br /> <br />Mr. Howe suggested that the money be split evenly between the property owners because that <br />would be fair to everyone. <br /> <br />Councilmember Olson suggested that the money not be given to the property owners until the <br />necessary driveway work has been completed. <br /> <br />Public Works Committee !November 20, 2007 <br />Page 4 of9 <br />
