Councilmember Dehen suggested that a decision on this project be tabled to allow for additional
discussion with the homeowners who do not have a connection to the roadway.

Chair Elvig agrees that this could be tabled to have staff take a look at the remaining properties
and let the residents know that the City's idea is to return the money to all residents with the
assurance the gap is paved, up to 9 feet.

City Engineer Jankowski suggested that staff could take a look and measure what the actual gap
distances are.

Chair Elvig stated that Case #2, considering paving the driveway aprons on We1comes Road
would be tabled, to allow time for staffto discuss options with homeowners.

Chair Elvig asked if anything could be done to address the gravel on the shoulders.

Public Works Supervisor Reimer stated that the City would need to rent a rubber tire roller.

Chair Elvig suggested that this be included in future contracts to resolve that issue.

Public Works Supervisor Reimer stated that something would need to be done quickly in this
situation because it will be freezing soon.

Mr. Steinbacher suggested that the City just bring a loaded dump truck and drive over the areas
to pack it down.

Mr. Howe expressed his appreciation to the City Council and staff for their willingness to work
with residents on this project.

Chair Elvig recessed the Public Works Meeting at 6:26 p.m. and reconvened at 6:30 p.m.

Case #1:

Report on Riverdale Speed Studies and Request for Stop Sign Placement at
Riverdale Drive and Alpaca Street

City Engineer Jankowski stated that the City had received a petition in August of 2007
requesting stops signs be placed on the east and west leg of Alpaca Street and Riverdale Drive.
He stated that the Public Works Committee had discussed this at their October meeting and
directed staff to take a look at traffic counts, speed limit signage and site distances. He noted
that there was a particular concern raised about speeds and staff was directed to put the speed
trailer on this stretch of road. He stated that the road was posted at 30 mph on Armstrong and
Alpaca south of River dale and the City has since posted 35 mph signs along Riverdale, which is
consistent with others that have been posted on Riverdale. He reviewed the information gathered
by the speed trailer and found that most people on the road, about 85%, were driving 31 or 32
mph. He stated that in following the Uniform Manual on traffic control, staff is recommending
that the existing signage is appropriate and no change is necessary.

Public Works Committee INovember 20, 2007
Page 5 of9
