<br />CASE # 1 <br /> <br />AUTHORIZE REQUEST FOR PROPOSALS (RFP) FOR ENGINEERING <br />SERVICES FOR WATER TOWER #3 IN ELMCREST PARK <br />By: Tim Himmer,Assistant City Engineer <br /> <br />Background: <br /> <br />The City's Comprehensive Water System Study, conducted in 2004 by Bolton & Menk, <br />identified a storage deficiency of 1.9 million gallons by 2009, increasing to 4.2 million gallons <br />by 2020; The report summarized that the water storage needs of the City could be most <br />economically constructed to meet future demand with a combination of an elevated storage <br />tower and a ground storage reservoir. An elevated tower in the vicinity of Elmcrest Park would <br />provide fire protection and improved static pressure to the northeast quadrant of the City, and a <br />ground reservoir at the future proposed water treatment facility would provide the same for the <br />southwest quadrant of the City. Since funding for the future proposed water treatment facility <br />and associated distribution system improvements has not been determined and is likely some <br />time out, advancement of the elevated storage tower is vital to improving the overalf water <br />distribution system of the City in the short term. Constructing this elevated storage tower will <br />enhance water system reliability, and expand the existing water supply system to support future <br />growth. <br /> <br />The 2008 - 2012 Capital Improvement Program (CIP) was approved by City Council at the <br />January 8, 2008 meeting. Staff prepared a summary of the 2008 projects referenced in that <br />document and brought them to the Public Works Committee on January 15, 2008 as a way to <br />outline the proposed schedule for implementing the various projects. One of the utility projects <br />referenced was for the construction of water tower #3 in Elmcrest Park. Authorizing this RFP <br />for engineering services is the first step in evaluating the current needs of the City, and for the <br />development of plans and estimates to implement the improvements. <br /> <br />Observations: <br /> <br />Staff will be soliciting selective bidders, specialized in water distribution systems, to assist with <br />the following elements of this project: <br /> <br />1. Preparation of a Feasibility Study to understand key design considerations and <br />approximate costs. <br />2. Updating and calibrating the model of the City's water distribution system to determine <br />how the new tower will interact with the existing system. <br />3. Preliminary design considerations; including optimal size, potential site constraints, <br />transmission routes, essential equipment and appurtenances, and schematics. <br />4. Final design drawings and specifications. <br />5. Assistance with the bidding process and selection of a contractor. <br />6. Securing project approval and permits from all the required regulatory agencies. <br />7. Construction services; including contractor coordination, specialized inspections, placing <br />new facility on-line and operator training, and maintaining an accurate record of all <br />accounts. <br /> <br />11 <br />
