Absent: City Administrator Schroeder.

Fire Chief C~ Yfin asked to review the Fire Department budget after Mr. Schroeder arrives.

Case #3: State and Federal Fire Codes

City Administzat~ Schroeder arrived.

Fire Chief Crriffin stated that he has done some research with regard to Fire inspections.
According t0~the~State, those required to be inspected are day cares, resorts, hotels, motels and
public scholarlY. Ite stated that the City Council will have to decide what businesses they want to
include in tl~ inspections. He stated citizens and business owners have called to inquire what they
have to do tJp :have mspecuons. He can g~ve them adv ce but ~hey have to contact the State for
anything els~,! H~ mentioned that the City of Apple Valley didn t do inspections until a month ago
when they l~ieed tt full time Fire Inspector and now they charge a fee to do the inspections. He
added that if~ the City had an inspector, it would be a source to obtain money back for training to do
the job.

City AdminJ~strat°r Schroeder arrived.

Councilme~ber Zimmerman inquired about communities sharing an inspector to which Mr.
Schroeder stated he would check into.

Boardmembcr KaPler expressed concern that the State does the initial day care inspections and then
no more are xcquixed unless the City does it.

Fire Chief Crriffin stated he would check with Anoka County to see what the County requires for
day care in&pections. He added he would like a Fire Fighter to accompany the inspector to
businesses, ~tC. so the Department would know where the hazards are within the buildings.

CouncilmeratX~r Peterson inquired of the cost to certify one of the Fire Fighters to be an inspector.

Fire Chief .(!tiffin estimated about $125 for Fire Inspection Level I but felt that the person would
have to attait~ at lgast a Level II and preferably a Level HI to be an inspector.

Boardmemher Kapler inquired if there is anyone employed by the City full time who could take on
this addition~al task.

Mr. Schroe~ler r~plied that the Building Official already works over 40 hours; therefore, the
inspector position would require at least another part-time person.

It was deter~rdned that the calls from citizens and businesses inquiring about inspections would be
referred to ttle~city Administrator.

The Fire BOard Will meet again on May 20, 1992 which will allow time to complete research on

this issue.

Fire Board/April 22, 1992
