He stated that he doesn't mind getting federal money
back in the City, but he would like to make sure it is spent wisely because there is not an endless
supply of money.

Councilmember Elvig stated that public transportation is part of the City's future and noted that
the bus service will end when the commuter rail is up and running.

Councilmember Strommen stated that she feels the tone being set is that only people who ride
the bus receive benefit and she feels the point needs to be made that the bus is part of an overall
transportation plan along with the roadways. She stated that she does
not feel the problems can be solved by only building more roads.

Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #08-
02-048 authorizing the reduction of Ramsey Star Express fares to $2.75 per ride effective
immediately.

Motion carried. He stated that this would also involve a Lease Agreement with
Bury and Carlson. He stated that there are a few issues to be ironed out with the Purchase
Agreement, but he feels they are minor.

Mayor Gamec stated that this item has been discussed for well over a month at Work Sessions.

Councilmember Elvig stated that this item has been discussed at the Public Works meetings for
quite a while also.

Mayor Gamec confirmed that there are no restrictions on this property and it could be re-sold, if
necessary .

City Administrator Ulrich confirmed that the City will have clear title, however, if the City
decided to sell the property, some of the funding would need to be refunded. He noted that as it
is proposed, 50% of the funding will come from Sewer and Water Enterprise.

Councilmember Elvig stated that the concept of purchasing the land, but not taking the property
right now will give the City time to develop a master plan for the property.
