would be a good year to take a more detailed look at the current precincts for possible changes in
the future.

Councilmember Dehen asked what the cost would be of adding the booths and judges. He stated
that growth rates have slowed because of the economy and feels that some of the projections may
not be accurate anymore. .

City Clerk Thieling stated that the cost for voting machines would be about $12,000, voting
booths would cost about $245 each, with a County discount, and the cost for additional judges
would be around $9,006.

Councilmember Elvig stated that he agrees that the City doesn't show the growth that was
originally projected and suggests that the City monitor the situation this year and not spend the
money to increase the voting precincts.

Councilmember Dehen asked why Ward 3 has a polling place that is located outside the Ward
boundaries.

City Clerk Thieling stated that as long as the polling place is locating within a certain distance of
the precinct line, it is acceptable. She stated that the City tries to find churches or City owned
buildings, but in some areas of the City they are tough to find. She stated that if the Council
decides to keep things as they are, she would like to suggest a change from the Fire Station #1
polling place to the municipal center to alleviate some of the crowding and traffic that occurs
there.

Councilmember Strommen stated that she agreed with the other Councilmembers that the City
can hold off on this change until the growth meets the projections. She suggested that the City
can educate the voters as to when the busiest times may be to vote.

City Clerk Thieling stated that she would also request that the City add a few additional judges to
help people move through the process quicker.

There was a Consensus to remain at the current number of precincts and closely monitor the
situation to see if additional precincts are warranted in future years.

Councilmember Elvig stated that he supports the idea of moving the polling place to the
municipal center.

Case #4:

Introduction of Ordinance Declaring Land as Surplus Property and
Authorizing the Sale of 6590 141st Avenue NW

City Attorney Goodrich stated that the City acquired this property in 2006 and the adjacent
business, Production Design, is interested in this land in order to expand their business. He
stated that the EDA has reviewed this and recommends approval and noted that the Council will
have approval on any purchase agreement terms in the future.

City Council /February 26, 2008
