<br />considered legal non-conforming and shall be allowed to continue in use. Other than for <br />change of copy or normal maintenance, a legal non-conforming sign shall lose the <br />designation "legal non-conforming" if the sign is discontinued for a period of sixty (60) <br />days, expanded, relocated, replaced, altered, or damaged by more than fifty percent <br />(50%) of the sign market value. If any property use or business changes ownership, all <br />Business Signs on that property shall be brought into conformity with this Section within <br />twelve (12) months of the date on which use or ownership changed. <br /> <br />Subd. 2. Any permanent type sign unlawfully existing at the time of <br />adoption of this Section shall be considered illegal non-conforming and shall be brought <br />into conformity with this Section within nine (9) months of the date on which this Section <br />becomes effective. <br /> <br />Subd. 3. Any temporary sign unlawfully existing at the time of adoption <br />of this Section shall be considered illegal non-conforming and shall be removed within <br />thirty (30) days of the effective date of this Section. <br /> <br />9.12.14 <br /> <br />Permits Required <br /> <br />Subdivision 1. All permanent signs shall obtain a permit prior to <br />installation. This permit is reviewed by the Zoning Administrator and the Building <br />Official, or their assigns, for conformance with the regulations described herein. <br /> <br />9.12.15 Permit Fees. The permit fee for permanent shall be as provided by City <br />Council resolution. <br /> <br />9.12.16 <br /> <br />Exemptions <br /> <br />Subdivision 1. The exemptions permitted by this Section shall apply only <br />to the requirement of a permit and fee and shall not be construed as relieving the installer <br />of the sign, or the owner of the property upon which the sign is located, from conforming <br />to the other provisions of this Ordinance. <br /> <br />a. T emporarv signs <br /> <br />b. A window sign not exceeding thirty percent (30%) of the window <br />area. <br /> <br />c. Holiday decorations temporarily displayed on traditionally accepted <br />civic, patriotic, or religious holidays. <br /> <br />d. On premise address or nameplate identification signs having a sign <br />area of four (4) square feet or less. <br /> <br />e.
