Threshing Shows (up to two (2) per summer) <br /> <br />The applicant has stated that all events will be held within the softball fields as shown on <br />the proposed Site Layout exhibit. Staff believes that since the motocross element has <br />been eliminated from this request, the proposed land use is more appropriate than the <br />previous request. If approved all necessary permits, excluding a Special Events Permit~ <br />will continue be required of the applicant as needed. Annually, a calendar of events will <br />be required of the applicant and a detailed proposal of each event will be required to be <br />reviewed by the City Clerk no later than two (2) weeks prior to the event. <br /> <br />Initially, no permanent structures are being proposed, and tents will be used occasionally. <br />If the applicant decides an additional permanent accessory structure is needed, a site plan <br />review and building permit will need to be applied for. <br /> <br />It should be noted that the events proposed in the IUP will be separate from events held <br />by Diamonds Sports Bar and Grille. These two users do have the potential for overlap of <br />events. Staff has requested the applicant supply the City with a detailed calendar of <br />events proposed for the entire site. . Any special events held outdoors already not <br />specifically stated in the subject property's efCisting Conditional Use Permit (CUP) will <br />need a Special Events Permit. . <br /> <br />The applicant is' requesting that the IUP be approved for an initial term of two (2) years. <br />The applicant has stated that the first year is necessary for developmental purposes and <br />the second year for more established events. Furthermore, the applicant has expressed a <br />desire to extend the IUP terms another 2-3 years depending on success of the first two <br />years but does not foresee going beyond the five year term of an IUP . <br /> <br />However, staff believes that given the request, granting the maximum period of five (5) <br />years is more appropriate in this instance due to the fact the end goal of the applicant is <br />for the full five (5) year period of the IUP. This will prevent the applicant from having to <br />re-apply for the IUP and paying the application fees and escrow a second time. Market <br />conditions would determine whether the IUP realizes its full five (5) year time period. <br /> <br />Staff further recommends an annual review of the IUP to ensure all conditions of the IUP <br />are being met. <br /> <br />Staff Recommendation: <br /> <br />Although a similar request on this subject property was just recently denied, staff believes <br />that this is a less intensive use when compared to the previous'request. The motocross <br />element of the request has been eliminated, drastically reducing the noise impacts to <br />neighbors. Also, no permanent structures and no significant changes to the grading of the <br />site are being proposed, minimizing the environmental impacts to the site. With that in <br /> <br />14 <br />
