<br />CASE # 2 <br /> <br />APPOINT EPB REPRESENTIVE TO RAMSEy3 WORKING GROUP <br />By: Chris Anderson, Environmental Coordinator <br /> <br />Background: <br /> <br />As the Board knows, there have been a series of community forums and community planning sessions held <br />as part of the Comprehensive Plan Update process. The forums and sessions were conducted using a <br />technique known as Open Space Technology (OS1). This technique was recommended by Ramsef, a <br />citizen group that, with grant monies through the McKnight Foundation, wanted to enhance public <br />participation in the planning process. The Ramsef steering committee has submitted a plan to McKnight <br />for completing the final stages of the work plan for Ramsef, which includes the formation of a City <br />Council-appointed working group. This group would consist of24 members, and their tasks would be to: I) <br />refine the OST -based vision statement; 2) create a checklist of core objectives; and 3) explore alternative <br />zoning practices that meet the objectives and examine the strengths and weaknesses of each practice. <br /> <br />As proposed by the Ramsef steering committee, this group would consist of a variety of stakeholders, <br />including the steering committee, two city staff, one additional City Councilmember, one Planning <br />Commission member, one Environmental Policy Board member, one Park Commission member, one <br />EDA member, one resident developer, six neighborhood representatives, four OST group leaders, and two <br />local business owners. This group would attend five meetings to complete the above-stated tasks <br />(neighborhood leaders would be responsible for organizing and attending a neighborhood meeting as well). <br /> <br />On February 26, 2008, City Council authorized the formation of this working group to complete the work <br />plan ofRamsef. <br /> <br />Recommendation: <br /> <br />The Board should be prepared to discuss and ultimately appointment a member to serve on the <br />Ramsef working group. <br /> <br />EPB Action: <br /> <br />Motion by Board Member <br />designate <br /> <br />and seconded by Board Member <br />as the EPB representative on the Ramsey3 working group. <br /> <br />to <br /> <br />EPB: 3/3/08 <br />
